1 2015 State of Air Report and National Air Quality Indicator
Session 1.3 Monday, 28 September 2015 Dr Thuli N. Mdluli National Air Quality Officer 10th Air Quality Governance Lekgotla Bloemfontein, Free State 28 – 29 September 2015

2 Objective To provide an overview of the 2015 State of Air Quality ( ), focusing on major metropolitans, Western Cape province, declared priority areas, Richards Bay Clean Air Association, Sasol and Eskom stations

3 Purpose It is a legal requirement to monitor ambient air quality S8(b)(i) to assess compliance with ambient air quality standards S8(c)(ii) To determine and report the state of ambient air quality in an area so as to understand whether people enjoy their right to air that is not harmful to their health and well being Assessing the present status to assess the effectiveness of air pollution control strategies, policies and long term management of air quality. To inform policy and strategy development

4 The Future of AQ Monitoring in SA
AQI Billboards Public website Website (SAAQIS) Decision Makers Ambient Air Quality Monitoring Station Data Server (SAAQIS) Civil Society, Industry, Researchers

5 Covered… Annual averages ,of PM10, PM2.5 and SO2 data from 2005 to 2014 National Air Quality Indicator Data from some stations have been excluded due to low data recovery/non operational stations

6 Minimum Data Requirements
Data recovery for pollutants should be over 70% for each reporting year; Networks with low data recovery were not considered as they don’t provide a sufficient representative picture of measurements in an area.

7 Monitoring networks included
Cape Town eThekwini Tshwane Johannesburg (Low data recovery in 2014, 3 out 8 stations operational) Ekurhuleni (Network currently operational since 2014, building time series) Vaal Triangle Priority Area Highveld Priority Area Provinces: Western Cape KwaZulu-Natal (Not reporting since 2013) Eskom, Sasol and Richards Bay Clean Air Association

41 National Air Quality Indicator

42 National Air Quality Indicator
Based on all these graphs shown, we have defined a NAQI to show the national trends of PM10 and SO2 against the NAAQS. When the NAQI is above 1, the air quality is poor as a national overview. When the NAQI is below 1 and decreasing, we can confidently say that national the air quality is improving. For 2012, the NAQI, like 2011, is below 1. However, this trend might be biased CoJ data is not included.

43 Conclusions – 2015 NAQO Report
The data show that SO2 pollution is reducing over time. From the foregoing, it is clear that particulate matter is still the greatest national cause for concern in terms of air quality. Continued and increased national provincial and local action is required in order to bring particulate concentrations down to acceptable levels. The exceedance of ambient air quality standards indicates that people are breathing air that may be harmful to their health and well-being

44 Highlights Co-operative governance in action – Postponement Applications AEL Fee published for public comment S22A – Rectification regulations published for public comment Lekgotla participation increased – more than 300 delegates The SAAELIP – web-based portal for transparent governance and improved service delivery
