Not really a red-line draft…
Shown in RED are the items remaining from the last approved version.  The new areas are shown in BLACK. 
This was done because the reformatting and additions were so extensive it required a major overhaul of the original document. 
Of the original 35 action items, there are now 56 (proposed).  To define/compare those action items that remain, GREEN reference note have been provided.
(NOTE TO CIPC: Original items listed as #6, #11, #12, #19, #21, #24, #25, #28, and #35 have been deleted in their entirety.)

1 These Threat Alert Levels and Physical Response Guidelines do not apply to facilities regulated by the Nuclear Regulatory Commission.
2 Homeland Security Advisory System issued by the United States Department of Homeland Security, Color-coded Threat Level System is used to communicate with public safety officials and the public at-large through a threat-based, color-coded system so that protective measures can be implemented to reduce the likelihood or impact of an attack.
