3. Japan’s opinion
The idea of SWIN will work effectively in countries of which the registration system is friendly with the type approval system. Hence, SWIN will work well for the countries of the 1997 agreement. In other countries include Japan, the situation may be different from that of countries on 1997 agreement.
Under the 1958 agreement, countries can discuss possible harmonized “vehicle” regulations while remaining each countries’ registration system as it is. Events in post registration are out of scope of 1958 agreement. In this perspective, Japan proposes that SWIN will be reflected on Resolution(R.E.3) not on “vehicle” regulation.
In addition, Japan will make responses for the SWIN proposals in the Tokyo meeting.
