Maine wanted to be a state, it was decided that it would be a free state. Missouri wanted to be a state, it was decided that it would be a slave state. Congress allowed Missouri and Maine to join the Union; this preserved an equal number of free and slave states Slavery would be BANNED north of the 36°N parallel
