2010: the European Year for combating poverty and social exclusion
Policy context: Social inclusion a key part of the EU policies: 1997: Treaty of Amsterdam (Social policy chapter). 2000: Lisbon and Nice European Councils Social Inclusion strand of the OMC. 2001: adoption of a first set of common indicators for tracking the progress made towards the objectives agreed in Nice. 2006: new framework for the social protection and social inclusion process. State of play: around 85 million Europeans (17%) live at risk of poverty. 2010: the European Year for combating poverty and social exclusion (Spanish and Belgian presidencies). Strong coordination within the EU Commission (DG EMPL, COMM, EUROSTAT …)

ESS’ input: a complete portfolio of indicators
Portfolio of indicators for the monitoring of the European strategy for social protection and social inclusion: Overarching portfolio: 16 indicators (plus 12 context indicators); Social inclusion portfolio: 22 indicators (plus 13 context indicators); Pensions portfolio: 18 indicators (plus 5 context indicators); Health portfolio: 33 indicators (plus 4 context indicators); Among them, a number of indicators are relevant for the analysis of poverty and social exclusion. Published on Eurostat’s website.

ESS’ input: a key role of EU SILC
Main source of data: EU-SILC (Survey on Income and Living Conditions). Main publications in 2010 based on SILC data: Press release “Living conditions in 2008, 17% of EU27 population at risk of poverty” (January 2010); SIF on some of the overarching indicators (published in February 2010) and to be followed by a number of SIFs on various aspects of social exclusion; Publication “Poverty and social exclusion: a statistical portrait of the European Union 2010”. Main event: 2010 International Conference on comparative EU statistics on income and living conditions (Warsaw, 25 & 26 March 2010).
