3 Mission To develop, implement, coordinate, oversee policy and procedures pertaining to safety and support the Warfighting capabilities of the OPFORS Our mission encompasses all installation “Core Safety Services” - Ground Safety - Occupational / Industrial Safety - Aviation Safety - Operational / Tactical Safety - Traffic Safety - Mishap Investigations / Recordkeeping - Safety Training - Recreational / Off-Duty Safety - Radiation Safety - Occupational Health - Explosive Safety Ergonomic Assessments - Confined Space Entry - Comprehensive Inspections The Safety Department serves as the focal point for all safety issues to prevent/reduce mishaps and enhance mission readiness through safety and force preservation. 6 Key Programs Policy Development & Promulgation - e.g., Safety Program Orders and Policies; Motorcycle Training, PPE, Mentorship; Voluntary Protection Program (VPP) Policy, Job Hazard Analysis (JHA) Policy Mishap Reporting and Data Analysis – Ensure Installations focus on safety issues to prevent/reduce mishaps and enhance mission readiness through safety and force preservation. Safety Education and Promotion – Provide Ground Safety Training; Distribute safety promotional materials; Safety website.

7 Key Programs Safety Inspections – Ensure Installations complete safety inspections for all work centers, buildings, and facilities Safety Training – Ensure Installations provide safety education and training: Back-in-the-Saddle, Supervisor Safety, Specialized Training, Hazard Communication, Collateral Duty/Unit Safety Officers, Mishap Investigation and Recordkeeping, ORM, Radiation Safety Training. Military Operations – Assign Tactical Safety Specialists to support operational units, upon vetted request Traffic Safety – Develop and manage effective off-duty mishap prevention programs; provide basic, intermediate, and advanced training

8 Mission Creep Child Car Seat Inspections. High demand by spouses/young family members. Normal functions provided the local Fire Dept (civ authorities) MTT support to MCICOM. MCICOM requests GSM MTT’s to support Installations on the East coast as well as Fort Leonard Wood/CBRN Augment HQ to support HHQ inspection programs (CSA, CGRI, VPP Assessments) Augment MSF/Driver’s Ed training during gaps in contracted services VPP

9 Program Update Traffic Safety “Motor Vehicle” (MV) Contract
FY13 MV Contract (Reimbursable)($4.1M) allowed full-time contract support that included training, customer support, range and equipment maintenance, with flexibility to purchase ad hoc services and training based on local needs FY15 MV Contract (Fixed Price)($1.3M) provides part-time contract support that restricts purchases to only training, and only from line items in the Contract (e.g., MSF Basic Rider Courses, etc.). At first, DoD Civilians could augment training (e.g., ATV, Dirtbike), but no more due to interpretation. FY16 MCICOM now looking at alternative methods of MV safety training to optimize resources provided, including (contract stalled due to protests): Interim solution: MCIEAST Regional contract (150K) executed as an interim solution until MCICOM resolves disputes. Note: Prefer a Regional contract vice MCICOM contract

Revised Draft being Staffed; Reiterates Requirement Star Status MCLB Albany – May 2015 MCSF Blount Island – October 2015 MCAS Beaufort – July 2016 (Recommended for Star!) Working Towards Application MCB Camp Lejeune (Departments) MCAS Cherry Point (~80%) MCAS New River (successful first assessment)

11 Items of Concern TSS employees should be converted to OSH
Prefer a Regional MV Contract vice MCICOM Manpower reduced by 30% within past 18 months, continue to provide full time services Approve hiring of a Deputy (vacant/not funded)
