4 What is EU The EU has a duty to prevent and reduce illegal immigration, in particular by implementing an effective return policy that respects fundamental rights  The EU has the power to determine the conditions of entry and residence for third country nationals legally resident and resident in a Member State, including family reunification. Member States still have the right to decide on the number of third-country nationals entering their territory for job-seeking purposes

5 The goal The aim is to develop a common policy on asylum and subsidiary and temporary protection, which will give appropriate status to all third- country nationals who need international protection and to ensure compliance with the principle of non-refoulement. The reform of the common European asylum system aims to ensure that asylum policy is effective, fair and respectful of human dignity. At the same time, it is hoped that asylum policy will be subject to common and uniform EU-level rules, and that the system for distributing asylum seekers among the EU countries will be sustainable and effective.
