Some strong concerns on the draft Regulation 2014 as the reference period Some strong concerns on the list of variables (annex 1) Especially as regards the module «Use of medicines» A lot of derogations are requested DSS Meeting 21 March 2012

What is not for compromise (1)
«Sunset clause» as agreed by the ESSC within the new legislative policy (see DSS meeting of September) → draft Commission regulation refers only to EHIS wave 2 Future of EHIS is to be addressed within the modernisation of social surveys and health experts will be consulted Inclusion of Core Social Variables DSS Meeting 21 March 2012

What is not for compromise (2)
Current (appropriate) balance between: what is included in the Regulation what is included in the Manual Manual: guidelines on sampling and implementation of the survey (conceptual guidelines, specific recommendations for variables, use of proxy, model questionnaire) to be approved by WG on Public Health and will become binding within the ESS This is without prejudice of full implementation of ESS new legislative policy in the future (wave 3 for example). We are in a transitional period DSS Meeting 21 March 2012

What next ? Eurostat’s proposals to move forward (1)
Re-word article related to 2014 as the single reference period, to allow as reference periods Possible compromise, with limited impact on data comparability Reword therefore article on data transmission Add some variables on sample design Limit the module on «Use of medicines» to 2 variables MD1 and MD4 (use of any medicines prescribed / non-prescribed) DSS Meeting 21 March 2012

What next ? Eurostat’s proposals to move forward (2)
Compromise on answer categories to be found for PA (preventive actions) Bilateral discussion in coming days with Member States to hopefully clarify some comments and derogation requests This should result in a better balance between Regulation requirements and list of derogations (to be limited) Derogation on « Unmet needs » (UN) and « Informal care » (IC) cannot be granted in the light of policy needs DSS Meeting 21 March 2012

Follow-up of draft Regulation: Revised (written) consultation of the DSS in April/May ESSC vote in September 2012 Adoption beginning of 2013 Manual of implementation for discussion within the WG Public Health Statistics on September 2012 (in liaison with TG EHIS members) Future of EHIS: close collaboration between Health experts (through TG and WG) and « experts » group in charge on modernisation of social surveys DSS Meeting 21 March 2012
