Vision PM Wargaming Capability will provide a significant enhancement to the wargaming capability for the USMC Comprehensive environment to conduct the full spectrum of wargames Capability that ensures wargames are data enabled and lead to defensible positions based on insights and analytical findings Enhancement to the existing wargaming capability with a modernized and flexible facility Capability leap that will enable the USMC to define the future force capability, test OPLANS and CONOPS, and inform resource priorities.

Background SEQUENCE of EVENTS Deputy SECDEF Guidance 2015 SECNAV Guidance 2015 POM-19 Marine Corps CBA results (in 2016) Identified eight (8) Capability Gaps General Officer’s Symposium in Jul 2017 CMC directed the development of a “world class” wargaming facility CMDR MARCORSYSCOM Decision Memo in Sep 2017 Established the Wargaming Capability Program Office within MARCORSYSCOM Assigned Col Ross Monta as the Program Manager Conducted Wargaming Symposium Dec 2017 Analysis of Alternatives Initiated 29 Mar 2018 MROC Approved Initial Capabilities Document (ICD) 22 May 2018 Provided six (6) recommendations for resolving the Capability Gaps Material Development Decision (MDD) 25 Jun 2018 8 Capability Gaps (CBA) Define future force capability Test existing OPLANS & CONOPS M&S friendly & threat capabilities Derive objective data for analysis Wargame frequency for full development of concepts Distributed wargames for broader participation Education & leader development Inform resource priorities 6 Recommendations (ICD) Modeling & Simulation Networked Wargaming Nodes Data/Analytics Facilities Organizational & Personnel Affordability There are several sources of “capabilities and gaps.” If you are using an ICD, the capabilities are derived from section 3, the gaps to those capabilities are in section 4, and the non-materiel approaches from section 6. If you are using a CDD, the capabilities are found in section 6; IOC in section 12 and FOC in section 13. In a CPD, the capabilities (to include KPPs and KSAs) and “additional attributes” are found in section 6; IOC and FOC in section 13. For a SON, it’s section 3 “Need,” For a UUNS, it’s the “Type of Capability Needed.” Identify capabilities for which there exist overlaps or redundancies. Identify areas where existing capabilities require recapitalization. Describe (in broad operational terms and/or war fighting scenario) the capability which cannot be performed or is unacceptably limited.
