Basic criterion: population density of local units
Urban local units > 150 inh/km²
Classification of Regions (NUTS 3):
Pre-dominantly urban >85% in urban local units
Intermediate 50% - 85% live in urban local units
Pre-dominantly rural <50% in urban local units

Lack of absolute population threshold for urban area produces some unexpected results
