GPC One-Pager Registration and Role Request for AAs AAs PIEE/JAM The Appointing Authority (AA) is the person authorized by Component-level Financial Management procedures to sign DD Form 577 Certifying Officer appointments in accordance with Financial Management Regulation (FMR) Volume 5, Chapter 5. Although the AA does not have to be registered in PIEE to perform their role, there are benefits for the AA who has a PIEE account: Ability to track the status of delegated/appointed COs. Ability to conduct just-in-time approvals rather than waiting for s to arrive. What do I have to know? There is no JAM appointment for the AA. You can have more than one GPC AA role per user. During registration, the DD577 Appointing Authority role is listed under the JAM application, not the Purchase Card application. PIEE requires the AA role to be associated with a group at registration. PIEE requires the AA to provide their Authority DoDAAC at the time of registration. The Authority DoDAAC is where the AA received their authority of procurement authority (i.e., to sign DD Form 577 CO appointments). The AA Role Location Group will display on all DD 577 CO appointments the AA signs. This cannot be changed on the appointment. Other Considerations The authority DoDAAC will be used for informational purposes only at this time and will not have any validation other than a system check to ensure that it is a valid DoDAAC. The DoDAAC does not have to reside within the group identified for the selected role. AAs are the individuals in the Defense Finance and Accounting Services (DFAS) who have been authorized by Component-level Financial Management procedures to sign DD Form 577 CO appointments in accordance with FMR Volume 5, Chapter 5. If other roles have DD 577 CO appointment authority, it is because the AA has provided them with that ability. What training do I need? DoD cyber-security training is required for PIEE registration. What is the difference between the AA and the Delegating/Appointing Authority (DAA)? The DAA is an overarching delegating/appointing role on the GPC Program’s procurement side, whereas the AA is an approval role in on the financial side and is limited to verification of DD Form 577 CO appointments. What if I need multiple roles? If you need multiple roles, you can do one of two things: When initially requesting your roles, you can add all the roles and identify the Role Location DoDAAC/Group for each role. If you need to add a role at a later date, you can log in to your PIEE account, click “My Account,” click “Add Additional Roles,” and follow the instructions on the screen. Add the additional roles and the associated Role Location DoDAAC/Group for each. What do I need to know about DoDAACs? The Home Organization DoDAAC is the DoDAAC of the organization where you sit. The Role Location DoDAAC is the DoDAAC of the organization for which you perform your duties. AAs are assigned at the group level. The Authority Location DoDAAC is the DoDAAC of the organization that grants you GPC authority (i.e., signs your appointment letter). Since AAs do not have appointments, at the time of registration, the system will ask the AA to provide this information. Whether you sit at a DoDAAC with a procurement flag or not, you should enter the correct Home Organization DoDAAC. GPC One-Pager Registration and Role Request for AAs AAs PIEE/JAM Register and request AA Role If you are an existing PIEE user, you can add the AA role to your account. Log in to your PIEE account, click “My Account,” click “Add Additional Roles,” and follow the instructions on the screen. Add the AA role and the associated Role Location Group. If you are brand-new to PIEE, you must register to create your account. Using Internet Explorer, go to sign the Consent Statement, and select the “Register” button to start the process. Register with your CAC as a Government – DoD user, following the system prompts. See previous slide for FAQs relating to DoDAACs. Select “JAM – Joint Appointment Module” from the Application list, and select “DD577 Appointing Authority (DD577-AA)” from the Roles list. Click “Add Roles.” Click “Group Lookup” to find and select your Group. Enter your justification and follow the system prompts to complete your registration. When you have completed the registration, your Supervisor will receive a system-generated to approve your request. After your supervisor has approved your registration request, an approval notification will be sent to your Component’s Group Administrator (GAM). You are now ready to use PIEE. There is no appointment for AAs at this time. A PIEE account with an AA role is not required to perform your duties as an AA. A registration demo is available at: “Servicing Agency” and “Requesting Agency” should determine in which manner they would like to operate.
