Employer Advisory Council Screening/Background Checks Employee Stock Purchase/Stock Options Human resources management is an enormous, complex domain with many areas in need of data exchange standardization. Some of the Consortium's initial standardization activities are described below. Recruiting and Staffing. The Consortium’s Recruiting and Staffing Workgroup has developed the Staffing and Exchange Protocol (SEP), an XML-based messaging specification that supports dynamic, real-time staffing transactions over the Web. Transactions supported by SEP include the posting of job opportunities to job boards and other recruiting venues and the return of resumes matching those postings. Global in scope, SEP 1.1 supports the updating and recall of job postings and the procurement of temporary and contract staff. Further extensions to SEP might include support for employment verification and reference checking. The workgroup is now moving SEP into schema. Enrollment. The Consortium’s Benefits Enrollment Workgroup is putting the finishing touches on an XML specification for communicating employee enrollment information between employers and insurance carriers, managed care organizations, and third-party administrators. This specification will enable employers and benefits administrators to rapidly create Web-based enrollment facilities for an arbitrary set of “best-of-breed” employee benefits plan programs. Payroll. The mission of the Consortium’s Payroll Workgroup is to develop XML schemas to support a comprehensive range of interfaces into and out of payroll. The Workgroup’s first priority is to develop a set of XML schemas to support communications between HR and payroll systems. It also is developing schemas to support data exchange between payroll systems and third-party administrators of 401(k) and pension plans. Cross-Process Objects. In parallel with the efforts noted above, the Cross-Process Objects Workgroup is developing a library of schemas for “cross-process objects.” These schemas will serve as building blocks from which a wide variety of transaction-specific schemas can be readily created. The workgroup’s first two specifications were PersonName and PostalAddress. The team most recently developed a specification that provides guidelines for effective dating as well as data types for consistent description of date or time information within other HR-XML specifications. Another project the workgroup is grappling with involves how to describe personal contact information. This specification will wrap together an existing postal address with on-line communication, such as addresses, as well as telecommunications contacts, such as phone and fax numbers. The workgroup also has begun a project to standardize approaches to personal identifiers. Time Reporting. The Consortium’s newest workgroup is developing a simple, but complete, electronic version of a timecard. The Time Reporting Protocol will define message interaction between employees/contractors and employers/staffing companies. HR processes are triggered and shaped by a wide range of organizational and personal events – e.g., hire, termination of employment, marriage, divorce, addition of a dependent, retirement, plant closure, etc. The Business/Life Events workgroup has developed models that describe the processes kicked off by a wide variety of events. The objective of the Staffing Industry Data Exchange Standards 1.0 (SIDES) is to provide a basic standard for the exchange of data within the staffing industry.
