2. Scope of Work 40km on the Jerez highway from Zacatecas
It is on the banks of a river that periodically floods due to rain in the nearby mountains.  
Flood waters can be as deep as 2.5 meters.

4. Possible Solutions Create drainage basins to hold extra water.
Allows water to go to somewhere without flooding the city
Can be used as a park when not full of water
Create additional reaches of the river to divert water.
Allows water to reconnect downstream of the city
Move the City
