ON! What is Impasse? Impasse is a declaration that future bargaining would be unfruitful. The parties can declare impasse together or individually. If one party files individually, the other party must be notified. Impasse, mediation and fact-finding are prescribed by the NLRB (National Labor Relations Board).

“LAST, Best, and Final” What does this mean?
It is a legal phrase with specific consequences. It means that this package is the party’s last offer in this round of negotiations. It is also the best the party can do, and it is the final offer. The consequence of saying “last, best and final” is that the other party is now at a crossroads: to either accept the “last, best and final” or not. This words have not been used since the late 1970’s.

Impasse, Mediation, and Fact Finding
After impasse has been declared by one or both parties, and after verification that an impasse exits, a mediator is assigned to the district/local. A mediator is a neutral third party who will try to help the teams reach a settlement. After mediation, another step, Fact Finding, is available, if needed. The number of mediation sessions and the timeline depend on how productive the mediation sessions are. It appears that the Association will be filing Impasse Papers without the district.

The district has offered 0.5% on-schedule and 2% off-schedule (Last, best, and final) The association’s proposal was 2% on schedule COLA is 1.56% Working conditions AB119 (new legislation that gives the Association access to new hires).

Message for our members
Your bargaining team, as directed by the GGEA board of directors, is advocating for an on- schedule salary increase greater than 0.5 % The COLA for this year is 1.56% The association will be serving Impasse papers to the district A mediator will be appointed The association is confident that a reasonable agreement can be reached What is the message to our members? “ON!” Reassure new teachers that they are needed by the District even with declining enrollment.
