BG Luis Aguado Gracia Spanish Air Force SHAPE ACOS J6 Chairman, Ladies and Gentlemen, As it says on the slide I am Gp Capt John Stevenson, Branch Chief for Operations and Exercises within SHAPE J6. At the last meeting of this Board I gave an overview of all the operational theatres, so for this meeting I will concentrate on the NATO mission that is our largest and also the one that is scheduled to change the most in the coming months. That is of course ISAF, Afghanistan. SHAPE, 1 JUNE 2006

2 Overview Support to ISAF
Characteristics of the operation, forces, their mission and the area where operations are developed. How these factors impact in the quality of the CIS support provided by SHAPE.

3 Planning for CIS support
Close coordination with the operational side of SHAPE, J3 and J5 areas. CIS concept in accordance with: Operation concept Inputs from participating Nations. Inputs from NATO agencies: NATO C3 Agency (NC3A) NATO CIS Services Agency (NCSA).

4 Planning for CIS support
Involvement in the process of acquisition of the CIS systems. Approval process responsibility: Nations at the financial committees. Senior Resources Board Infrastructure Committee.

5 ISAF 2001 : Operation Enduring Freedom.
2003 : ISAF North and West (Stages 1 and 2). 2006 : Transfer of South and East (Stages 3 and 4).

6 What is ISAF now? Currently two different operations:
Operation Enduring Freedom, led by the US and commanded by US CENTCOM. ISAF, under NATO rule.

7 Provision CIS services
Main factors: Large number of national contingents. Huge area of operations and lack of CIS infrastructure. Rapid rotation of nations (6 months) and use their own systems. Provisions of Stanag 5048.

8 Definition of Minimum Military Requirements (MMR)
Consequences Definition of Minimum Military Requirements (MMR) Stanag 5048 / MMR. Why NATO equipment to national units? Interface all national systems to the main NATO system. Endorsed OPLAN before submitting the project to financial committees Shortage of technical personnel
