1 ESTABLISHING A TRAINING COMMITTEE

2 PURPOSE What is a workplace training committee?
A Training Committee is a selected group of people from within an organization that help to create, write and implement the Workplace Skills Plan for that organisation.

3 LEGAL REQUIREMENTS More than 50 employees = must have training committee Ensure representation of employees in line with occupational categories and levels in EE. Trade Union should be part of committee.

4 ROLE OF WTC Management and employees to discuss, evaluate and address skills gaps in the workplace; Organization identifies talents and skills unknown to management; Management shares organizational goals with workforce; Employees are better able to understand goals and commit to the process of achieving them; Ensure a closer partnership between Management and workforce.

5 ROLE OF WTC Help develop WSP in line with SETA requirements;
Keep accurate training records; Source appropriate training providers; Assist with the development of the ATR and provide required records such as invoices.

6 HOW DO I SET UP AN EXECUTIVE TRAINING COMMITTEE?
STEP 1 Determine occupational categories, levels, racial groups and gender (skills audits). STEP 2 Every staff member from every occupational category should vote for the employee they wish to represent them. Place the names of all nominees on the notice board for comment. Any objections should be lodged to the HR Manager within 48 hours. STEP 3 STEP 3 Place the names of all nominees on the notice board for comment. 7 Workplace Training Committee MEMBERS
Minimum of 5 members consisting of : 2 people representing the Employer (Management) 2 people representing the Employees (e.g. normal employees, shop stewards or union representatives) 1 SDF

8 HOW DO I SET UP A DEPARTMENTAL TRAINING COMMITTEE?
Departmental Training Committee Meeting should preferably be held once a week Small Department (5 employees or less) : All staff can form part of the meeting; Department over and above 5 employees: Staff can vote for representatives to represent them. Purpose of the Departmental Training Meeting To track the progress of training and to discuss future training interventions.

9 Workplace Training Committee FUNCTIONS
Provide inputs for development of a Training Policy; Ensure planned training interventions and the implementation thereof are aligned to the strategic vision, mission, goals and priorities of the company; Keep the envisaged training and development of employees in the company in line with long-term transformational objectives of the company; Ensure that the content on the WSP is aligned to the Business and Equity Plans; Establishment of training priorities based on the company long and short term goals; Align planned training to the Sector Skills Plan.

10 Workplace Training Committee FUNCTIONS (CONTINUED)
Ensure that training is aligned to the employee’s career path; Where possible, ensure that planned training is aligned to accredited national qualifications; Promote learnerships as a training mechanism; Support the SDF in communicating the WSP to other employees in the company; Monitor the implementation of the WSP; Periodically revise the contents of the WSP as required; Assist the SDF to compile the ATR.

11 PROCESS OF SKILLS PLANNING
IMPORTANT NOTE: All skills must have relevance to the business; Workforce should have clear understanding of the business direction, strategies and objectives; SDF understand direction, strategies and objectives or org. 12 WTC TASKS Summarize all facts after each meeting;
Plan and facilitate the next meeting; Report to Top Management; Compile reports; Check and adhere to deadlines; Ensure that 12 meetings are held per year. CHAIRMAN Assist the Chairperson in all his functions VICE CHAIRMAN Manage WSP Compile ATR & submit Liaison with THETA Liaison with Training Providers with regard to training CHAIRMAN

13 WTC TASKS Take minutes of each meeting Distribute the agenda
Book the meeting venue Inform all representatives of meeting dates and venues Type minutes and distribute Ensures all representatives get a copy of the minutes SECRETARY Compile a WSP roll out strategy Approval of WSP roll out strategy Draft WSP budget Submit WSP budget for approval Prioritize training Determine critical and scarce skills Ensure that staff sign the minutes of each meeting MEMBERS
