The Commission recognized that the postsecondary Model must be based on clearly articulated quality education goals.

Subcommittee on the Model Model Context The commission’s ultimate goal is to establish a funding model for higher education in Oregon that will enable the state to achieve its goals for quality and quantity of graduates needed to remain competitive in the global economy. While work continues to develop that model, the commission recommends that available funds be targeted in three areas to maximize the benefit to Oregonians: Strategies to expand the number of Oregonians participating in the higher education system in collaboration with K-12 partners Strategies to offer additional support targeted to increase retention and persistence of students in community colleges and universities through the second year Strategies to increase completion rates to a degree or certificate
