Until forgiven….cannot have land back, vote or hold office

States create new government and Constitutions.
Federal Government will not interfere with the creation of their new governments
Johnson - against equal rights for African Americans
Protect the rights of poor whites in the South

3. One more plan….very good news for Southern blacks Radical Reconstruction Thaddeus Stevens and Congress
States must ratify the 14th Amendment
Full citizenship of Freedmen
Any state that has not ratified the 14th Amendment will have its government removed
New state Constitutions must be approved by Congress
African American men given the right to vote
15 Amendment

Former Confederate states will be divided into 5 “military districts”
Each commanded by a general with the power to enforce the law
