Thinking Question Imagine that you are an American citizen in the first decade of the 1800s. You are not a wealthy person, but you are determined to seek out wealth….or happiness….or both, somewhere in the great unknown of the North American continent. You set out from the frontier settlement of St. Louis on the western bank of the Mississippi River, and head west across the Great Plains. What dangers do you think you would face? What would your main fears be? What would you be excited about?

The United States in 1803 1802 – Spain turns New Orleans over to France, but closes the port to American shipping New Orleans was essential to American Westerners as their only practical way to export goods Many Westerners called for war against France and Spain over the closing of New Orleans Jefferson’s Offer: To avoid war with France, Jefferson offers to purchase the city of New Orleans for $3 million Napoleon’s Counter: Offers to sell the entire Louisiana Territory to the U.S. for $15 million Jefferson’s Dilemma: He wanted to buy Louisiana, but didn’t think the Constitution gave the President that power Remember that Jefferson believed in a strict construction of the Constitution! The Decision: Jefferson decides the offer is too good to pass up, and agrees to purchase the Louisiana Territory (1803)
