Proposal: Set-up of Interest group and Roundtable

TOPIC & OBJECTIVES Topic: Objectives:
Citizen- and business-centric electronic delivery of public services Objectives: Creating a community of practice among the most relevant stakeholders in today’s European scene of electronic delivery of public services. Initially, a broader approach can be taken, considering the multiple aspects involved in the process of electronic delivery of public services: interoperability, back-office re-engineering, developing a shared-services working culture, skills, interface design, establishing points of single contact, etc. In later stages, the subsequent roundtables can focus on the aspects that raise more interest among the participants.

METHODOLOGY The interest group would be started through an initial roundtable, which could take place either in at the EIPA premises in Maastricht or at the premises of a future EU Presidency. This initial roundtable would introduce the topic to the participating stakeholders and would grant them the opportunity to make acquaintance with each other. Moreover, it would serve the purpose of mapping the different initiatives taking place around Europe and tackle the most frequent questions or problems pointed out by the different stakeholders, in order to set up a working plan for the follow-ups. The cases and experiences collected during the roundtables could be made available in the form of a publication sponsored by the Presidency, which at the same time would serve as a forum of discussion and learning between the participating stakeholders and public sector employees, academia, etc.

RELEVANCE The current scene of eGovernment projects in Europe is mainly focused on achieving better service delivery through the setting-up of citizen- and business-centric solutions that at the same time contribute to the reduction of administrative burden and a more efficient and effective public service delivery. The multiplicity of aspects involved in the electronic delivery of public services, however, are closely intertwined and it is convenient to see them as different stages of the same process. Most of these aspects have moreover been identified by the European Commission and the Member States as the most crucial areas for the future development of eGovernment services in Europe: reduction of administrative burden, interoperability, inclusion, etc.

RELEVANCE Therefore, this roundtable and interest group offers a unique opportunity to bridge these different stages and enable the stakeholders working in the different stages of the electronic delivery of public services to collaborate and learn lessons from each other.
