Complete Streets – Orange Grove Blvd. Project Incorporated into the CIP in Fiscal Year 2012 Estimated cost $2.3 million - Unfunded From Allen Ave. to Sierra Madre Villa Ave. Remove two vehicular traffic lanes to manage speeds Space would allow for dedicated bike lanes in each direction Enhance pedestrian crossings SB 1 funds received by the City in Fiscal Year 2018 Public Works Department to reconstruct and resurface Orange Grove Blvd. Transportation Department identifies cost-effective opportunity to implement elements of the CIP project through restriping

Transportation Department Hoping to use the street reconstruction delay to re-engage with the community to address speed and safety Established two working groups East of Lake and West of Lake Schedule of four meetings through January 2019 Identify options for enhancing safety for all users of the road Many community members remain concerned Lack of trust in the process In ability to achieve a community consensus Lack of funding for options other than restriping

Recommendation Find that the proposed actions are exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15061(b)(3), the General Rule the CEQA only applies to projects that may have an effect on the environment Remove the Complete Streets - Orange Grove Boulevard (Pedestrian and Bicycle Improvements) Project (Priority 5.40) from the Future Projects Section of the Capital Improvement Program, thereby eliminating the “road diet” option for Orange Grove Boulevard
