ADS V1.0 RPS Check Tyler Butikofer, WECC Tom Carr, WIEB Western Electricity Coordinating Council

2 Brief Review of Process
Collected all generation that complies with RPS goals Allocated the generation to state/providence Calculated RPS requirements for each state/providence Calculated if RPS requirements are met for each state/providence Not all RECs are accounted for. With RECs, the RPS for each state could be met. Western Electricity Coordinating Council

3 Renewable Generator Allocation Methodology
BTM-PV is counted toward the RPS goal for all states except California If the unit was also in the 2026 CC, the same allocation was used for the 2028 ADS PCM Units not coming from 2026 CC All units located in CA were allocated to CA units located in AB were allocated to AB Other units were researched and allocated according to utility websites, power purchase agreements, etc. 158 left after and those units were allocated to the states which they were located in. 4 RPS Policies by State/Province

5 California Incremental RPS Goal
* At the end of 2027, the incremental goal is 45% Extrapolating, we assumed 46.67% for 2028 The 2028HS1a PF assumed 33% RPS for California Western Electricity Coordinating Council

6 Example of the Allocation Process

7 Western Electricity Coordinating Council
Energy Requirement The sales forecast assumes a loss of 6% transmission loss from the load forecast. California is an exception. The CEC sales forecast was used. -Change to Renewable Energy Requirment/ sales. Western Electricity Coordinating Council

8 RPS Summary by Development Status
The Unallocated portion could be used to cover any shortfalls for any of the short states. If the RPS Gap is in parenthesis, (XX,XXX), the state/providence is exceeding their RPS by the given amount. If the RPS Gap is not in parenthesis, XX,XXX, the state/providence is not meeting their RPS by the given amount. California is meeting it’s RPS goal of 33% that was mandated at the time the 2028 HS case was built. They are not short.

14 How to calculate RPS energy targets for states/provinces in the Western Interconnection
General RPS framework Identify key RPS provisions for states/provinces Derive state/provincial loads and sales from BA forecasts Calculate RPS energy targets (GWh) for each state/province

15 General RPS Framework General rule across jurisdictions:
Base (GWh) x Rate (%) = RPS RE (GWh) RPS RE = Target level of renewable energy Base = Sales of electricity by utilities covered by the RPS policy (e.g. IOUs, coops, munis, etc) Rate = Percentage of electricity sales that must be from renewable generation (e.g., wind, solar, geothermal, biomass) Western Electricity Coordinating Council

16 2c. Derive State/Provincial loads and sales from BA forecasts
WECC collects load forecasts from Balancing Areas (BA) Allocate 40 BA load forecasts into 12 states, 2 provinces, MX 9 BAs cover multiple states

17 State/Province Loads and Sales
- Allocate BA load to each state/province - Convert loads to sales assuming 6% T&D loses - Sum across each state/province - California updated by CEC forecast CED Western Electricity Coordinating Council

20 2d. Calculate RPS Targets
Apply policy rules for each jurisdiction Base (GWh) x Rate (%) = RPS RE (GWh)

28 Determining State/Prov Allocations
If located in Alberta or California, allocated to Alberta or California, respectively If located in other states, looked for Power Purchase Agreements (PPAs) or other data from energy websites or utility websites (reference is sited in workbook) If we couldn’t locate PPAs, the resource was allocated to the state for which it was locate for states with a RPS Western Electricity Coordinating Council
