2 2 2 Main Questions 1.Should there be a defined duty of service to the public for public servants? 2.If there should be a defined duty of service, how should such duty be defined?

3 3 Duty of Service Authors noted that there is no doubt that public servants recognize the legitimacy of a duty of service to the public. IPAC: public employees should provide service to the public in a manner which is courteous, equitable, efficient and effective. Public servants shall be sensitive and responsive to the changing needs, wishes and rights of the public, and to promote excellence in the public service. Public servants shall also treat members of the public and one another fairly and to ensure that their work environment is free from discrimination and harassment. Federal government, Ontario public service, the OECD all have some goals listed to provide quality service to the public.
