12 Access to individual data records
New Regulation 223/2009 on European Statistics Recital (29) Access to confidential data by researchers for scientific purposes should […] be improved without compromising the high level of protection that confidential statistical data require Art 23 Access to confidential data which only allow for indirect identification of the statistical units may be granted to researchers carrying out statistical analyses for scientific purposes […] the approval of the NSI or other national authority which provided the data is required Art 19 Data on individual statistical units may be disseminated in the form of public use file consisting of anonymised records which have been prepared in such a way that the statistical unit cannot be identified, either directly or indirectly, when account is taken of all relevant means that might reasonably be used by a third party 23 Oct 2009 High-level Working Group on Statistical Confidentiality

13 Access to confidential data for scientific purposes
Eurostat asks for: Inclusion of Information society statistics to Regulation 831/2002 Art 5: Access to confidential data on Eurostat premises Art 6: Access to anonymised micro data Production of public use files The Working Group on Statistical Confidentiality is requested to discuss and express its opinion about granting microdata access to Community Statistics on the Information Society, Module 2: Individuals, households and information society microdata. 23 Oct 2009 High-level Working Group on Statistical Confidentiality
