The Law Making Process – Passage of Legislation

a bill is proposed legislation usually introduced by a cabinet member in the House of Commons
The bill is put on the Order Paper and then goes through First Reading In the first reading, it is simply introduced

In the Second Reading it is debated and voted on
If it is approved, the bill goes to committee. There it is refined and polished At Third Reading the house votes on it

If approved, it is sent to Senate, where it goes through first reading, second reading, committee, and a third reading If both the house and the Senate pass the bill, it is sent to the Governor General who them must sign it (Royal Assent) for it to become law
