Lithuanian Maritime Safety Administration: Introduction of the Most Important Activities and events over the Last Year Klaipėda, 2012

IMO AUDIT Took place from 8 to 17 October 2011
The auditors found that Lithuania substantially meets its obligations in respect of the mandatory IMO instruments and also the Code for the implementation of mandatory IMO instruments, 2007, as amended. Nevertheless, 4 non-conformities were identified and 2 observations were given. Observations were related to absence of documented training program for new or existing Flag State inspectors and lack documented evidence that appropriate verification of Annex-VI requirements by flag state inspectors is being performed.

IMO AUDIT (continued) Non – conformities:
Not all mandatory IMO instruments have been published in the Official Gazette the mandatory reports in accordance with STCW Article VIII (dispensations) not provided to the IMO. Absence of clear instructions to RO’s for cases where IMO instruments allows for certain degree of discretion (e.g. "modifications deemed to be of a major character”, or “to the satisfaction of the administration”). Absence of adequate NLS waste reception facility for those ships calling at its ports as per regulations 18.1 and 18.2 of Annex II of MARPOL.

NEW PREMISES In the beginnig of 2012 Administration obtained additional premises to its headquarters (Former premises of Klaipeda State Seaport Authority) The need for additional space was necessitated by assignment of addtional functions to Administration: Affiliation of Inland waterway transport inspectorate in 2010; Esatablisment of vessel traffic monitoring division and vessel traffic monitoring centre; Expanded headquarters allowed to vacate other premises in different part of Klaipeda.

QUALITY MANAGEMENT SYSTEM
After affiliation of Inland waterway transport Inspectorate to Administration in 2010, Quality management system (QMS) covered only part of the Administrative structure, mainly dealing only with maritime issues. Administration implemented plan to perform all it’s activities (inluding activities related to the safety of inland waterway transport) according to the requirements of ISO 9001:2008 standard. QMS was certified by Det Norske Veritas in April 2012.

PARTY TO LONDON MOU In May 2012 Lithuania became party to the Memorandum of Understanding on the mutual recognition of certificates for the safe operation of traditional ships in European waters and of certificates of competency for crews on traditional ships (London MoU) Definition of “traditional vessel” is expected to be approved by Law on Maritime Safety. National regulations for traditional seagoing vessels currently are being developed by LMSA technical experts.

AGREEMENT WITH PRIMAR AND BSH
On May 29, Lithuanian Maritime Safety Administration and the Norwegian Hydrographic Service has signed a bilateral arrangement. As a result of signing of this arrangement the Lithuanian ENCs will be available through the PRIMAR ENC service. Introduction of Lithuanian ENCs will significantly increase the coverage available in this region. This closes the gap in the Baltic Sea and is another major step towards achieving global ENC coverage. Administration in May of this year, also signed a cooperation agreement with the German Federal Maritime Hydrographic Agency (BSH) for the use of hydrographic information.

NAVTEX CONFERENCE Professionals of the Baltic Sea countries’ Maritime Safety Information (MSI) broadcasting service NAVTEX met in a fifth meeting in Klaipeda on June 4-5th 2012. Meeting was attended by the Baltic Sea sub-area coordinator Baltico, national NAVTEX services representatives from Sweden, Denmark, Germany, Poland, Lithuania, Latvia, Estonia, Finland, Norway and chaired by the NAVAREA I area Coordinator Guy Beale from the United Kingdom.

AGREEMNT WITH NKK Lithuanian ship-owners early this year indicated their interest in having possibility to change some of their ships class to Nippon Kaiji Kyokai (NKK). Formal application for authorization from NKK received on 11th May 2012. On 14th of June 2012 agreement governing survey and statutory certification services for ships registered in the Register of Sea-going ships’ of the Republic of Lithuania between Lithuanian Maritime Safety Administration and Nippon Kaiji Kyokai was signed and entered into force. Nippon Kaiji Kyokai is one of nine organizations authorized to perform surveys and issue statutory certificates on behalf of government of the Republic of Lithuania (Other eight RO’s – LR; BV; DNV; ABS; RMRS; PRS; GL; RINA).

NEW ADMINISTRATIVE STRUCTURE
Personnel started to be employed in newly established ( ) but untill recent days unmanned Vessel Traffic Monitoring Division From International Relations Division will be renamed by Shipping Standards Division: No changes in employed personnel; Some new assignments and redistribution of functions among departments of Administration

10TH ANNIVERSARY OF ADMINISTRATION
Several events took place in Klaipėda at 19th of July to mark this occasion. On the occasion of 10th anniversary of Administration, Minister of Transport and Communications awarded 9 employees of Administration with Maritime Worker’s Honour Badge – Highest official award for maritime workers in Lithuania

Hydrographic activity
In 2009 there were surveyed km2 (see fig.). In 2010 there were surveyed 172,7 km2 (see fig.). In 2011 there were surveyed 190,4 km2 (see fig.). In 2012 until 26th of August, there were surveyed 83,2 km2 (see fig.)
