Ice crystals (snowflakes) form inside of clouds that are at high elevations where temperatures drop to well below the freezing point of water.

These ice crystals begin to stick together
These ice crystals begin to stick together. As more moisture collects and freezes together, the drops begin to get heavier and start to fall toward the ground as snow.
