THE GEOGRAPHICAL COVERAGE The Natura 2000 network is over 14,7 million hectares, more than 27% of Spanish territory, and one million are marine. Overlapping with the Natura 2000 network of protected areas is approximately 42%. 1.- THE PROJECT. EXPECTED RESULTS Preparation of the national Prioritized Action Framework for financing Natura 2000 in Spain and submission to the European Commission. Dissemination of the PAF to all relevant authorities and stakeholders. Elaboration of a study on the use of financial instruments for the Natura 2000 Network, including innovative financial mechanisms. Design and detailed planning of (5-7) selected pilot priority actions in relation to strategic objectives for Natura 2000 and involving the use of different financial instruments. Preparation and publication of technical guidelines for the implementation of key measures to achieve strategic objectives and priorities for Natura 2000 over the period 1.- THE PROJECT. FINANCIAL INSTRUMENTS
FUNDING NEEDS In 2007: Natura 2000 in Spain required an actual expenditure of million euros annually (according to Evaluation Management Costs by the Ministry of Environment and Rural and Marine Affairs) Now: the estimated budget for the conservation management of the network amounts to million annually. 2.- FUNDING NEEDS OFE THE NATURA 2000 NETWORK IN SPAIN. FORESEEN FINANCIAL INSTRUMENT FINANCIAL INSTRUMENTS European Agricultural Fund for Rural Development (EAFRD). European Fisheries Fund (EFF) Structural Funds and Cohesion Fund. LIFE+

PRIORITIES . Compilation of priorities based on existing management instruments: Management Plans for Natura 2000 sites , etc. Information provided by regional authorities responsible for Natura management sites; an Ad-hoc Group has been set up for PAF elaboration Strategic conservation priorities and the measures to achieve them will be discussed and agreed in this group, taking into account the need to achieve a significant improvement in the status of species and habitats by 2020 3.- THE PRIORITIZED ACTION FRAMEWORK FOR NATURA 2000 IN SPAIN

MEASURES, FINANCING . 3.- THE PRIORITIZED ACTION FRAMEWORK FOR NATURA 2000 IN SPAIN Measures will be identified from Natura 200 management plans and other instruments for the sites, and existing action plans for habitats and species The definition of measures takes into account the typology of 25 Natura 2000 management activities that may be eligible for EU co- financing Consultation with authorities responsible for EU funds is foreseen and the experience with the use of those funds will be taken into account 7
