28. Validation rules
Technical level validation ensures that numbers are entered as numbers, no characters; that the XML file is well-formed and so on.
Business rule validation handles the more complex relations in the report, e.g. where data is mandatory if and only if other fields have a certain value.
The validation rules are meant to ensure data meet the requirements of the reporting sheets.
The rules also check that the reported data have the correct format to be stored in the WFD database model.
