This rule is generally adopted by reference, BUT will require amending to include new federal rules that are not currently incorporated by reference.

Valid electronic signatures.

5. E-Manifest Rule
Authorized states must adopt program revisions equivalent to and consistent with federal requirements.
States must recognize validity of electronic manifests and cannot impose inconsistent requirements (formats, e-signatures, etc.) under state law.
State program modification deadline: July 1, or July 1, 2016 if a state statutory change is necessary.
