E-Manifest Rule This rule is generally adopted by reference, BUT will require amending to include new federal rules that are not currently incorporated by reference. Rulemaking is necessary to adopt the following rules: 40 CFR , , and

E-Manifest Rule Published Feb 7, 2014.
Purpose: National system of electronic hazardous waste manifests. Higher quality data Accessibility/transparency Cost savings >$75 million/year for states and industry nationally; 300, ,000 work hours saved.

E-Manifest Rule Electronic manifests legally equivalent to paper.
Valid electronic signatures. Fee structure and schedule. Next steps: Advisory Board. System Development Procurement.

E-Manifest Rule Authorized states must adopt program revisions equivalent to and consistent with federal requirements. States must recognize validity of electronic manifests and cannot impose inconsistent requirements (formats, e-signatures, etc.) under state law. State program modification deadline: July 1, or July 1, 2016 if a state statutory change is necessary.
