Drivers for the specification review were: Requirements coming out of independent and Main Roads enquires and reports Identified need for modification and standardisation (such as rationalisation of aggregate testing and properties across all specifications) Better information about preferred material and construction practices Performance issues with various products Skid resistance requirements Texture depths, PAFV Availability of materials CCAA and quarry registration systems PMB’s tested at point of use Limited industry data Some negative outcomes for QTMR Spray seal design requirments

Consultation with stakeholders: Draft specifications released to stakeholders in December 2007 Initial response to proposals received in Feb 2008 Working groups were formed to discuss and resolve technical issues: Pavements &Materials Branch TMR Districts and Regions AAPA and CCAA Alliance Specification Task Groups Binders | Aggregates | Sprayed Seals Dense & Open Graded Asphalt | Heavy Duty Asphalt 5

Extensive consultation with stakeholders: Over 30 participants involved specification review process Most issues were resolved by the alliance working groups Open and honest communication between participants throughout the formally documented process Agreement has now been reached on most issues 6

Binders Russell Spies, Barry Rule, Sharon Forbes, Ron Carroll, Bevan Painter Sprayed seals Narelle Dobson, Peter Jamandijevic, Gavin Soward, Jason Jones, Peter Carbone, Les Millar, Rob Pollock, Graham Jones, Derek Martin Input from the regions on all specifications 7

8 Specification Suite Restructure
New specification format MRSXX MRTSXX Annexure MRTS will replace PSTS MRS Series: For traditional- construction only contracts TS & PSTS Series: For other contract types (D&C, Alliance, and so on) Difficulties arose with have two specification / technical standard sets: Technical expert human resourcing Errors and inconsistencies Impost on suppliers and contractors 8

MRS Series – Traditional contracts Prescribes various material and construction requirements Role of Superintendent included throughout documents Annexures were included for local conditions and requirements TS & PSTS Series Are the technical standards for the Works: Contractor adopts as his specifications Item numbers & procedures for accepting non-conforming product at a reduced level of service removed Role of Superintendent became Principal’s rep Annexure completed by technical experts 9

The MRS documents will address all payment related Clauses for traditional contracts for example, item numbers and reduced level of service The MRTS documents will address the technical standards required for the Works One standard technical ‘core’ document for all projects Both MRS and MRTS documents can have annexures MRTS Annexure – eg specified standard for surface evenness MRS Annexure – eg paying for a higher standard of surface evenness 10

MRTS01 Cl 14:The Administrator shall be as stated in Clause 1 of Annexure MRTS01.1 with the role as defined in the Contract. Where not stated, the Administrator shall be the 'Superintendent' as stated in the Contract for the following TMR contracts – Road Construction Contract; Roadworks Performance Contract; and Minor Works Contract. the 'Principal's Representative' as stated in the Contract for the following TMR contracts – Design and Construct Contract; Design, Construct and Maintain Contract; and Alliance Contract 11

12 Summary Extensive consultation process with stakeholders in TMR and industry (AAPA and CCAA) Agreement have now been reached on most issues Specifications / Technical Standards will be released shortly in new MRS & MRTS format Upcoming sessions will inform delegates about the specification changes Panel discussion sessions to follow the presentations Binders and aggregates Sprayed seals and asphalt Put the improvements into practice Learn about the implications of the changes Understand the intentions of the specification writers Ask questions for clarity and promoting smooth implementation
