2 Small Business set aside pilot program
A “Small Business set-aside” is the reserving of procurement opportunities exclusively for participation by small businesses. Allows for PennDOT to expand and diversify its pool of businesses. Allows for Small Businesses to prime on agreements or contracts in order to build firm capacity.

3 Small Business set aside pilot program
PennDOT is implementing a pilot program for SBEs to compete as prime consultants for federally-assisted Preliminary Engineering and Final Design agreements. The pilot program will run in the Federal Fiscal year beginning October 1, 2018 and will run to project completion.

Program parameters: Firms must be designated as a Small Business Enterprise (SBE) by PennDOT’S Bureau of Equal Opportunity, set forth in the database, An SBE must be the prime on the agreement, however, other SBEs and non-SBEs, can be added as sub-consultants to complete any work necessary.

Program parameters: Firms must perform at least 50% of the contracted work. Firms must be registered as a Business Partner in ECMS. Firms will use ECMS to present qualifications under Consultant Services and submit a Statement of Interest.

6 Small Business set aside pilot program
Payments and participation will be tracked through ECMS and input by the prime consultant. Bureau of Project Delivery (BPD) and Bureau of Equal Opportunity (BEO) will maintain reports on those agreements. Upon project completion, BEO will provide a report on participation/payment and pilot program outcome to the FHWA.

The Engineering Districts have and will identify (6) projects for the Preliminary Engineering and Final Design of non-complex box culvert or single span bridge replacements. Participating Districts: 2, 3, 5, 8, 9, 10 Advertisements for anticipated projects under this program will be accessed under Solicitation on the ECMS website.

Sample Advertisement Language This agreement is a set aside for SMALL BUSINESSES. The prime consultant must be designated as a Small Business Enterprise (SBE) by the Bureau of Equal Opportunity on the PennDOT SBE website If they do not, please contact the SBE website administrator for correction. The company must show as an SBE on the ECMS website at the time the Statements of Interest are due for this agreement advertisement, otherwise the Statement of Interest will not be considered. An SBE firm must be the prime consultant on the agreement, but SBE and non-SBE firms can be added as sub-consultants to complete any work necessary. Firms seeking Small-Business Set-Aside work must perform at least 50% of the contracted work. There will be no DBE goal for this agreement because the project has been included in the Department’s Small Business set-aside pilot program.

Current projects: E04288 advertised 8/20/2018; bridge replacement over Marshall Run on Route 3007 in Conemaugh Township, Indiana County, District E04391 advertised 9/10/2018; bridge replacement over South Witmer Run on Route in Irvona Borough, Clearfield County, District 2-0. E04452 will be advertised on 9/24/2018; bridge replacement of SR B over Leaf Creek in Amity and Douglass Townships, Berks County, District 5-0.
