State of Work in the TAC Last meeting on 25 January 2006:
1 proposal adopted: clarification of permission to carry out pre-treatment operations (Annex V, part 2) 2 proposals no opinion by MS:maximum and low concentration limits (Annex IV and V) Referral to the Council expected by the end of March Two proposals withdrawn from the vote: solidification requirement for PCDD/F > 1 ppb (Annex IV), R4 operation (Annex V, part 1)

Implementation of PCB Directive 96/59/EC
MS elaborate Inventories for equipment > 5 l (Article 4) plans for decontamination and/or disposal (Art. 11(1), first indent) Outlines for the collection and disposal of non-inventoried equipment (Art. 11(1), second indent)

PCB inventories (Art. 4) Most MS have sent summaries of their inventories to the Commission Except for Walloon, Slovenia 8 MS with remaining PCB quantities > 5000 tons: Czech Republic, Estonia, France, Italy, Poland, Slovakia, Spain, United Kingdom

PCB Plans (Art. 11) Most MS have sent their disposal/decontamination plans to the Commission except for Cyprus (not yet adopted?) Malta (only included in hazardous waste management plan) Slovakia Greece, France, Germany and Spain condemned by the EJC because of non communication of the plans (France, Germany and Spain have communicated their plans in the meantime) 2 MS (Denmark, Germany), where no significant quantities of PCB equipment is still in operation

PCB outlines (Art. 11) Most MS have sent their collection/disposal outlines to the Commission except for Estonia (unclear if covered by plans under indent 1), Cyprus (not adopted yet?) Malta (PCBs only included in general hazardous waste management plan) Slovenia (incomplete) Slovakia Spain condemned by the ECJ because of non-communication of the outlines

Conclusions POPs concentration limits are most likely set by the end of this semestre Commission study provides assistance to the implementation of the POPs Regulation PCB inventories are mostly established Disposal plans and outlines are still unsatisfactory in a number of MS
