2 What Is a Master Scenario Events List?
Chronological listing of scripted events that generate activity in specific functional areas in support of exercise objectives Functional exercise (FE) – Drives participant play Full-scale exercise (FSE) – Supplements active play Contains injects Scenario events that prompt players to implement the plans that the exercise is designed to test Short MSEL – lists the inject, delivery time, short description, responsible controller, and receiving player Long MSEL – detailed description, exact quotes and formats for inject, and description of expected action Talking Points The MSEL Contains a chronological listing of events and injects that drive exercise play. Injects are representative actions and scenario elements that drive the exercise play. Each MSEL record includes: Designated scenario time – the times listed in a MSEL should reflect the time an inject should occur These times should be as realistic as possible. They should be based on input from functional area representatives. Event synopsis The controller responsible for delivering inject, with controller/evaluator special instructions (if applicable) Expected action – the player response expected after a MSEL inject is delivered Intended player – agency or individual player for whom the MSEL inject is intended Objective to demonstrate (if applicable) Notes section (for controllers and evaluators to track actual events against those listed in the MSEL, with special instructions for individual controllers and evaluators) If events occur sooner than anticipated, it should be noted in the notes section, but play should not be interrupted. The MSEL injects do three things: Link simulation to action Enhance exercise experiences for players Reflect an incident or activity that will prompt players to implement the policy or procedure being tested Example To determine when triage and treatment should be established during the exercise, input should be gained from an EMS or hospital representative.

There are three types of injects, according to the HSEEP volumes. Contextual Injects Controller to player Build contemporary operating environment For example, “The temperature is 72 degrees Fahrenheit” Expected Action Events Holding place in MSEL Notify controllers when an expected action would typically occur For example, “10:20am Establishment of on-scene incident command”

Notify controllers when an expected action would typically occur Contingency Injects Controller to player Events communicated to players if they do not occur Necessary for play to continue and reach exercise objectives For example, if a hospital playing in the exercise is not notified of the incident, the controller might place a call from a worried witness to the emergency room, complaining of symptoms.

6 How to Develop a Master Scenario Events List
Review exercise objectives and scenario Develop a timeline of anticipated player actions Identify a chronology of key actions that must occur, either scripted or actual These can be accomplished by function and/or jurisdiction Develop these using a MSEL program Compile all MSEL events into a single list and vet with participants Refine selected MSEL events and complete long version When developing a MSEL, consider the following steps: Review scenario and exercise objectives Develop a timeline of anticipated player actions Identify a chronology of key actions that must occur, either scripted or actual These can be accomplished by function and/or jurisdiction Develop these using a MSEL program Compile all MSEL events into a single list and vet with participants Refine selected MSEL events and complete long version

8 Scenario What are the assumptions / artificialities of the scenario?
Will we play real world weather conditions? Will we use an artificial exercise date? Will we operate on compressed time or real time? Will we replicate real world or artificial distances in the interest of time? Which agencies should participate notionally?
