FM 1 – The Army 4-11. Army transformation is more than materiel solutions. Adaptive and determined leadership, innovative concept development and experimentation, and lessons learned from recent operations produce corresponding changes to doctrine, organizations, training, materiel, leadership and education, personnel, and facilities (DOTMLPF). DOTMLPF is a problem-solving construct for assessing current capabilities and managing change. Change is achieved through a continuous cycle of adaptive innovation, experimentation, and experience. Change deliberately executed across DOTMLPF elements enables the Army to improve its capabilities to provide dominant landpower to the joint force. What is DOTMLPF - Overview "DOTMLPF" stands for Doctrine, Organization, Training, Materiel, Leadership & Education, Personnel, and Facilities (DOTMLPF). ARCIC's mission is to develop, evaluate, and integrate concepts, requirements and solutions for the Army - across DOTMLPF, warfighting functions, and formations - to provide Soldiers and units the capabilities they need to support Combatant Commanders. ARCIC develops and integrates into a joint warfighting environment, from concept to capability, all aspects of the future force. We develop and integrate Joint and Army concepts, architectures and DOTMLPF capabilities; validate science and technology priorities; and lead future-force experimentation. ARCIC also synchronizes and integrates Army capabilities with Joint, interagency and multinational capabilities. In other words, Army modernization is more than materiel solutions. Adaptive and determined leadership, innovative concept development and experimentation, and lessons learned from recent operations produce corresponding changes to the elements of DOTMLPF. DOTMLPF is a problem-solving construct for assessing current capabilities and managing change. Change is achieved through a continuous cycle of adaptive innovation, experimentation, and experience.
