Background October 2016 meeting: First progress report to the DSS on the development of a EU survey on Gender Based Violence (GBV) Basis: "Istanbul Convention" on preventing / combating violence against women and domestic violence Repeated calls of Council and EP Decision of the Working Group on Statistics on Crime and Criminal Justice on 10/03/2016 to set up of a Task Force on the subject Grant action with ISTAT to support work Eurostat

First meeting on 15-16/02 and second meeting on 27-28/06/2017 Also written consultations with TF Discussion at WG Crime and criminal justice on 15-16/03/2017, which supported first outcomes of the TF Bilateral meeting with ISTAT in July 2017 Eurostat

Grants action – testing & piloting
Test in two steps: Translating and pre-testing the draft questionnaire until end 2017 Pilot testing the revised draft questionnaire (after pre-testing) until end January 2019 Qualitative comparisons of methodologies were also proposed 11 applications received for a bit more than 1.1 million euros co-financing required Eurostat

Way forward Action for pretesting starts on 01/10 and draft questionnaire was made available Analysis of outcomes with ISTAT and next TF meeting 25-26/04/2018 Revised questionnaire for pilot surveys ending 31/01/2019 Outcomes and final questionnaire and guidelines discussed at WG Crime and criminal justice in 2019 Implementation 2020 (funding intended) Eurostat

Way forward Pending issue:
Around 1 million euros will be used for the grants on a budget available of 4.4 million Is it necessary to re-lunch a call in 2018 for pilot surveys, using (a part of) the budget unused in 2017? If so, can MS inform Eurostat by mi-October about their willingness to participate and a tentative estimate of the budget needed? Eurostat

DSS is invited: to take note of the work ongoing with the TF on the development of the GBV survey To inform Eurostat on MS interest for further financial support for piloting in 2018 (participation, time schedule, amount needed) Eurostat
