Deep officials need to be more involved in cleaning up plays at the sideline and ball rotations
Coaches need to remain off the field
Pace of play has been solid so far. Gotta keep this up.

3. Holding What does the rule say?
“An offensive player shall not … “use his hands, arms, or legs to hook, lock, clamp, grasp, encircle or hold in an effort to restrain an opponent”
9-2-1c

Holding is legal
Restraining is not

11. Referee the defense
Holding is NOT about what the offensive player is doing, but rather about whether the defensive player is RESTRICTED.
Especially at the high school level, defensive players can be lazy. Their laziness often times results in no real restriction.
Is the defender trying to go from point A to B? Has the defender beaten the offensive player? Is he being restrained and being kept at Point A? Does the runner go to Point B?

12. Some philosophies to keep in mind
It is EXTREMELY rare to see a quality holding call when the defender is being double teamed.
Dive plays up the middle should only have a holding call at the point of attack, the vast majority of these coming from the U.
The block is legal until the DEFENSIVE player shows you that it is not legal.

13. Some other tips…
It is far better to NOT call a foul that WAS a foul than to call a foul that WAS NOT a foul.
Defensive players and coaches have never found a block they thought was legal.

15. Weekly Training Quiz #1 Question #1—
1st and 10 for Team A from the Team A 16yd line. A1 takes the pitch around the left side where LT A50 is called for holding at the A15yd-line. A1 runs to midfield where he is tackled. During the run, Team A receives their second sideline warning of the night.

Assuming the penalty is accepted:
Since the Team A sideline warning is a non-player foul, both fouls (live & non-player are enforced).
Replay 1st down to the 3 ¾ yard line (AKA the 4), clock on whistle.

17. Weekly Training Quiz #2 Question #2—
4th and 5 from the Team K10yd-line. Team K only has six men on the LOS. During the kick R15 is guilty of holding at the K25yd-line. R1 catches the kick at the K35yd-line and advances. He is tackled by the facemask at the K30yd-line.
What do we do?

Answer:
Since Team R’s only foul is a PSK foul, they have the right to keep the ball. But in order to do so, they MUST decline all of Team K’s fouls. If they accept any of Team K’s fouls, the fouls offset and we replay.

4th and 5 from the Team K30yd-line. Team K commits an illegal shift foul. During the kick, K1 and R2 commit personal fouls against one another. The kick is muffed by R4 and recovered by K3 at midfield.
What do we do?

Automatic replay. Team R’s foul is no longer a PSK foul because Team K ended the down with possession. Therefore, as both teams committed live ball fouls the fouls offset.
