ROLE OF NSAP Facilitate deeper involvement of civil society in the Grenada/EU partnership Participate in political dialogue, policy dialogue, programming and review related to EU development assistance Provide advice on other matters to EU – Grenada partnership as jointly requested by the Government and the delegation or determined by the Panel Prepared by: Sandra C.A. 7 CO-OPERATION PROTOCOL
Co-operation Protocol permits NSAP to have access to EDF allocation The budgetary allocations are managed by the Special Services Unit of the European Development Fund in the Ministry of Finance. EU Green Paper re Budget Support to GoG: – NSAP submitted comments and recommendations to the European Union Delegation via the SSU-EDF. Sustainable Financing re Marine Protected Areas: review of the proposed legislation for the establishment of the Grenada Conservation Trust, being proposed by the international NGO, The Nature Conservancy Prepared by: Sandra C.A. Support to the Grouping of Civil Society Organisations:- Development of Social Compact Structural Adjustment: 3 Meetings with representatives of IMF re Grenada’s Structural Adjustment Programme Made Recommendations to GoG:- Monitoring Committee re SAP and Proposed haircut re public debt to NIS Prepared by: Sandra C.A. Travel Philantrophy and Voluntourism:- hosted a seminar on Travel Philantrophy and Voluntourism, Giving Time, Talent and Treasure, facilitated by Dr. Martha Honey of the Centre for Responsible Travel (CREST) in Washington. Prepared by: Sandra C.A. Ferguson

CONSTRAINTS Resource constraints, human and financial, of CSOs affected their participation; Value in Participation: Some CSOs question whether there is value in participation. Participation of important stakeholders: The participation of certain key stakeholders/members of the panel has been very sporadic or altogether lacking – labour, youth, media, churches, private sector Under-representation/participation of Carriacou and Petite Martinique Prepared by: Sandra C.A.
