7. CO-OPERATION PROTOCOL
Co-operation Protocol permits NSAP to have access to EDF allocation
The budgetary allocations are managed by the Special Services Unit of the European Development Fund in the Ministry of Finance. There are procedures and guidelines through which the funds are accessed by the Panel.

Sustainable Financing re Marine Protected Areas: review of the proposed legislation for the establishment of the Grenada Conservation Trust, being proposed by the international NGO, The Nature Conservancy

CONSTRAINTS
Resource constraints, human and financial, of CSOs affected their participation;
Value in Participation: Some CSOs question whether there is value in participation.
Participation of important stakeholders: The participation of certain key stakeholders/members of the panel has been very sporadic or altogether lacking – labour, youth, media, churches, private sector
