It proposes a mechanism for supporting a group handover between bidirectional network and DO network. Intention is to further discussion and accordingly update the text version of the proposal.

Introduction This proposal addresses below two use cases defined in document bcst. Use case 4: Load balancing Use case 8: Program availability bcst-tgb_proposal

Assumption Use case 4: Load balancing In bidirectional networks, many unicast subscribers to a same program justifies using multicast or broadcast transmission. Recently, bidirectional networks are developing their own multicast transmission mechanism (e.g., 3GPP MBMS) Bidirectional networks also can suffer when the subscribers joined the same multicast session are widely distributed on the bidirectional network. Bidirectional networks can recommend the group of subscribers that they perform to handover to DO networks. Use case 8: Program availability Due to a predefined schedule, a program is no longer available on the specific technology (e.g. extra time on a sports match). A group of users watching the particular program are able to want to keep watching the program. The networks can recommend a handover to the group of users so that this program can be continued on a different technology. bcst-tgb_proposal

Requirements Network controlled handover between DO and bidirectional network. Network should recognize its own resource state and its program unavailability. Network should perform a service discovery. Network should have selected networks be prepared so that they provide the service seamlessly. Group handover request Network should recommend handover to a group of users simultaneously. Upon receiving the recommendation to handover, MNs should try to perform the network-controlled handover if they want and it is possible to access a recommended network. bcst-tgb_proposal

Our Proposal (1/2) For network controlled handover. For monitor its own resource state and its program unavailability, new MIES can be used. For querying available services on the neighboring networks, Network can use MIH_N2N_HO_Query_Resource with new parameters. For preparing selected target networks for handover, Network can use MIH_N2N_HO_Commit with new parameters. Details of the above new parameters will be presented in the text version of the proposal. For group handover request, focuses handover procedures only for single MN. Hence, there is a need for a new MIH command (e.g., MIH_Net_Bcst_HO_Notify) to recommend a handover to a group of MN simultaneously when the network decides to perform a handover. bcst-tgb_proposal

Our Proposal (2/2) General description of MIH_Net_Bcst_HO_Notify With MIH_Net_Bcst_HO_Notify, the network controller notifies a group of MNs of a selected target network and recommends the MNs to perform a network-controlled handover based on the selected target networks and PoA. Once the target networks are informed, the MNs try to perform the network-controlled handover if they want. MIH_Net_Bcst_HO_Notify is delivered by specific broadcast or multicast bears by which the program to be handed over is being transmitted. MIH_Net_Bcst_HO_Notify does not require any response from MNs. Primitives for MIH_Net_Bcst_HO_Notify MIH_Net_Bcst_HO_Notify.reqest MIH_Net_Bcst_HO_Notify.indication Details of the new primitives will be presented in the text version of the proposal. bcst-tgb_proposal
