2. Objectives of the Expanded Version
Explain the role of HLPs in promoting fiscal transparency globally
Provide quick overview of multiplicity of instruments/entry points
Set out relationships between Principles, norms, and practices
To particularly publicise material on HLP 10 on participation
To prompt consideration of where norms and assessments of practice may need strengthening to better realise the aspirations in the High- Level Principles.

For each of the ten Principles the document sets out: • Why the Principle is important. • As necessary, definitions of key terms. • How the Principle is reflected in existing international norms and standards. • Selected country practices. • Sources of further information and guidance.
