Giving scholarships, stipends or grants to the children of the emigrants for studies in the field of science, technology, art and management in Pakistan and abroad. Establishment and management of educational institutions in Pakistan in which the children of the emigrants can study.

OBJECTIVE & CRITERIA OBJECTIVE FOR ESTABLISHING OPF EDUCATIONAL INSTITUTIONS To cater to the educational needs of the children of overseas Pakistanis by providing them quality education at subsidized rates. CRITERIA FOR ESTABLISHING OPF SCHOOLS IN DIFFERENT PARTS OF THE COUNTRY OPF Educational Institutions are established in parts of the country which are identified as concentration areas of Overseas Pakistanis. However, the establishment of some of OPF Educational Institutions has been politically motivated. Two educational institutions; at Chakdara (KP) and Lahore (Punjab) were closed in the year 2004 and 2015 respectively because they were not viable.

SUBSIDY AND PRIVILEGES FOR CHILDREN OF OP’S AT OPF EDUCATIONAL INSTITUTIONS
50% concession in tuition fee at all OPF institutions. Previously 25% concession in tuition fee was allowed to the children of OP’s. This has now been revised and increased to 50%. Under the above privilege, OPF subsidizes tuition fee of OP’s children to the tune of Rs. 56 million annually. First Right to Admission Under this privilege, children of OP’s can obtain admission to OPF institutions at any time during the year.

Boarding & Lodging Facility OPF provides boarding & lodging facility at Girls College Islamabad exclusively for the female children of Overseas Pakistanis. Eligibility for privileges / facilities Children of all OPF registered Overseas Pakistanis including those who have returned permanently to Pakistan can also avail this facility upto three years.

TUTION FEE CONCESSION FOR OTHER DESERVING STUDENTS
Orphans 50% concession in tuition fee is granted to a student whose father dies during the child’s enrollment at an OPF educational institution. Brother/Sister Tuition Fee Discount 10% discount in tuition fee is allowed when a sibling of an existing student is enrolled in the institution.

CRITERIA FOR SCHOLARSHIPS
NEEDY SCHOLARSHIPS Two Children of deceased/disabled and low paid Overseas Pakistanis (monthly income less than Rs.50, 000) having valid OPF Membership are eligible . Children of those Overseas Pakistanis who return to Pakistan permanently are also eligible upto 3 years. Scholarships are granted from Primary to Post Graduate level.

Disproportionate student/teacher ratio (especially for higher classes) Inadequate accommodation/space in various educational institutions Discount in tuition fee to the various categories of students. Increase in 10% w.e.f 1st Sep,2013. Increase the fee upto Intermediate Rs. 500/- PM and for ‘O’ & ‘A’ Rs. 1000/- PM) with effect from 1st January 2014. Increase in fee for all 10% with effect from academic session (April 2014). Additional fee increased in selected institutions 5% (Multan, Kallar Syedan, Sheikhupura, Gujrat, Sialkot, Mansehra, Quetta, Mirpur and Muzaffarabad) w.e.f academic session (April 2014). Increase in 15% for OPF Colleges during academic session i.e. 1st Aug, 2014 & Increase in 10% for all Institutions with effect from

Principals Conference was arranged at Islamabad. Teachers training programs were also arranged at OPF Girls & Boys Colleges Islamabad, OPF Regional Office, Lahore, Karachi & Multan. Started degree classes (B.A & B.Sc) at OPF Girls College, F-8/2, Islamabad with effect from September, 2014 Financial measures / steps were taken to reduce the subsidy on account of reduction in fee concession to all categories of children including children of employees of Ministry, OPF, educational institutions and children of Overseas Pakistanis. Increased tuition fee and shifted branches of OPF Girls College, F-8/2, housed in rental buildings to main campus of the College. Frequent visits / monitoring to all OPF educational institutions to become the effective command and control. Completion of Science block at OPF Girls College, Islamabad.

Up-gradation of educational facilities and infrastructure. Early Completion of construction work of the School buildings at Gujrat, Hangu, Sanghar. Establishment of seven (7) OPF public schools in FATA. Establishment of Degree Awarding Institute at F-11/2 Plot, Islamabad. Establishment of Two Hostels at OPF Boys College, Islamabad and OPF Secondary School Quetta. Establishment of OPF Educational institutions in OPF Housing Schemes, at Zone-V Islamabad, Mirpur, Lahore, and Dadu. Introduction of E-Learning Educational Module / System.

Mr. Ashir Shahid Miss Aamna Abdullah Ashfaq A student of OPF Boys College, Islamabad secured 1st Position worldwide in the subject of Physics ‘O’ Level in the Cambridge University Examination, 2013. A student of OPF Public School, Dera Ismail Khan, secured 1st Position in Matric Exam, 2014 in Intermediate & Secondary Examination Board, D.I. Khan. A student of OPF Boys College, H-8/4, Islamabad secured 1st position in Intermediate(Pre-Engineering) Exam 2015 from Federal Board of Intermediate & Secondary Education , Islamabad.

ISSUES Shortage of Subject Specialists at educational institutions. Security concerns to Educational Institutions. Less number of children of Overseas Pakistanis. Absence of an effective Monitoring & Evaluation System. Heavy Financial Subsidy.

WAY FORWARD

WAY FORWARD Merit based selection of Subject Specialists and Principals for the institutions is being made. Security measures as per SOPs specified by security agencies have been taken. Surveillance Cameras, Walk-through gates, have been installed and services of armed security guards from private security agencies have been acquired. Principals of the institutions have been assigned the task to increase number of OP’s children at their schools through awareness campaigns at local level. In the first phase processes and procedures are being reviewed and standardized for effective monitoring & evaluation of the institutions. The Principals of the institutions have been advised to curtail administrative expenses and increase student strength to minimize the need for subsidies and improve their institution’s financial position.
