Do Now: What is the difference between a territory and a state? (page 94 and 99 on Northern Lights) Territory State A territory does not have as many people as a state. Does not have a government that is independent. Territorial governments are usually under the control of the federal government. Territorial governor, legislature, and courts have to answer to federal law Territories can only send NON VOTING representatives to Congress A state has more power. Its government has more independence and control of its own land and economy. State can control its own finances (taxes and business incentives) States have more say on laws for the country – states can send VOTING representatives to U.S. Congress (makes laws for the whole country)
