To reach out to other smaller CEAP member schools that may need assistance.

5. Principles
A project must address a specific inadequacy of beneficiary school;
Project design & implementation details must be agreed upon by both benefactor & beneficiary;
Beneficiary must have potential to be sustainable once assistance is given and completed;

Capacity-building project must not be designed to run into perpetuity;
Beneficiary school must make a concrete & explicit counterpart contribution to the project; and
As much as possible, benefactor & beneficiary should come from the same region.
