Defence Maritime Regulator (DMR)
“To protect people and the environment from the risk of harm arising from Defence Maritime activity.” Responsible to the Director General, Defence Safety Authority for: Independent assurance of compliance against Legislation and Regulation. Provision of Maritime and Safety regulation (Shipping and Diving Regulation), advice and guidance on compliance. If necessary enforce compliance (Improvement/Prohibition).

Defence Diving Standards Team.
The Superintendent of Defence Diving (SoDD) recognised within the Defence Maritime Regulations as the Duly Authorised Person charged with the direction of the Defence Diving Standards Team (DDST). DDST will be come a Duly Authorised Organisation and will be accredited by DMR. This arrangement will be captured by a formal DMR- DST Charter. Superintendent of Diving (SofD) shall be the arbiter of diving safety and the HSE focal point for all diving commissioned or conducted by the MOD. In conducting assurance through Certification, SoDD will provide DMR with objective evidence that demonstrates that Diving activity is compliant with regulation, statute and law and conducted in a manner cognisant with Secretary of State’s Charter. DST is to remain independent of Platform/Equipment Authorities and Delivery/Operating Duty Holders.

Management of Latent conditions - Governance – Assurance – Regulation
Accident Investigation Diving Safety Management System Barriers/Risk Control Systems (People, Equipment, Training, Doctrine) In simple terms my job is to ensure: that latent conditions are managed, that risk controls are in place. lessons are learned from incidents. Our key area of interest are: People – note: medical screened, physically and temperamentally suitable. Equipment. Training. Doctrine. WHY? HOW? WHAT?
