2 What is the Future Ready PA Index?
The Future Ready PA Index is the new school measurement tool for communities to evaluate how schools are doing in preparing students for college, career, and community after graduation. Why is Pennsylvania adopting the Future Ready PA Index? Pennsylvanians know that students, and the schools that serve them, are more than just standardized test scores, and wanted a tool for evaluating schools that doesn’t rely solely on standardized test results. In 2015, the state Department of Education started engaging with communities around the state to learn what was important to them and to develop a new measure. As a result, in 2018 Pennsylvania reduced PSSA testing time by 20 percent, and established a new meaningful set of indicators. For the past five years, school accountability for student achievement and growth was communicated through the School Performance Profile, or the SPP. In response to feedback from stakeholders asking for accountability measures that decreased the sole emphasis on high-stakes testing, the Future Ready PA Index was created to profile a new set of accountability indicators. This evening, I am going to share with you what those indicators are and briefly review those indicators for each building in the Octorara Area School District.

PSSA & Keystone Proficiency Annual Growth Percent Advanced on PSSA/Keystones On-Track Measures English Language Proficiency Regular Attendance Grade 3 Reading/Grade 7 Mathematics College and Career Measures Graduation Rate Career Standards Benchmark Industry-Based Learning Percent Advanced on Industry Competency Rigorous Courses of Study Post-Secondary Transition to School, Military, or Work As you can see here, the Future Ready PA Index indicators still include state assessment measures for achievement and growth, but they also include On-Track Measures, and College and Career Measures. PSSAs are administered in grade 3-8 in math and English Language Arts and grades 4 & 8 in science. Keystone Exams assess Algebra I, Literature and Biology.

4 Why a dashboard? Measures displayed on the dashboard are practical, and easy to read and understand. The dashboard treats the accountability system as a tool for continuous improvement. Overall school performance is apparent, and areas of strength or in need of improvement are evident. These measures are displayed in a dashboard for each school and there is no longer an overall “score” as there is was with SPP. Here you see the dashboard for the JSHS. Just by glancing at it and the colors, you can quickly identify the building’s areas of strength, those areas in green or blue, and the building’s areas in need of improvement (in red). The dashboard should be seen as a tool for continuous improvement.

5 Why is the Future Ready PA Index valuable to educators?
The Future Ready PA Index recognizes that students – and the schools that serve them – are more than just standardized test scores. The Future Ready PA Index allows educators to determine successes and identify areas for improvement in their schools and programs. The Future Ready PA Index’s easy-to-navigate, advanced search function allows an educator to find schools with similar demographics and collaborate to determine what is working for students in the commonwealth’s classrooms. Overall, the Future Ready PA Index is a very functional tool that is easy to navigate. The data allows us to easily determine our successes and identify areas for improvement as it relates not only to standardized testing, but also to Career Readiness and On Track measures that are factors in students’ and a school’s success.

7 Octorara Area School District PA Future Ready Index
OPLC, OES, OIS, and JSHS At this time, we are going to take a brief look at the Future Ready PA Index for each building in the Octorara Area School District.

8 Federal Designations: ESSA
2 Types: Comprehensive Support and Improvement (CSI): the lowest performing 5% of all schools receiving Title I funds in the State and/or any high school with a combined 4- and 5- year adjusted cohort graduation rate of 67% or less Additional Targeted Support and Improvement (A-TSI): performance by one or more subgroups performing below CSI cut points. There are 2 federal designations that are included with the Future Ready PA Index. They are Comprehensive Support and Improvement, or CSI and Additional Targeted Support and Improvement, or A-TSI. The CSI designation is reserved for Title I funded schools performing at the lowest 5% in the State or for any high school with a combined 4 and 5 year graduation rate of 67% or less. We do not have any schools with a CSI designation, but we do have one school with an A-TSI designation. This designation is based on sub-group performance.

A-TSI Designation: Based on AND Indicators *unless otherwise indicated 3-year designation with re-designation or exit occurring in ELA and Math Growth and Achievement is below CSI Threshold Achievement Threshold=at or below 31.5% (ESSA) Growth Threshold=Below -1.0 PVAAS (ESSA) At least one of the following: Graduation Rate: At or below 79.35%. (ESSA) EL Proficiency: At or below 31.1% (ESSA) Regular Attendance: At or below 76.12% ( / ) Career Standards Benchmark: At or below 91.3% ( ) OR Graduation Rate Only: At or below 67% ( ; ) An A-TSI designation is based on 2 years of indicators and it is a 3-year designation. To receive A-TSI designation, a school must have one or more subgroups whose achievement and growth is below the CSI threshold AND at least one additional indicator: Graduation Rate, EL Proficiency, Regular Attendance, or Career Standards Benchmark. A school can also receive A-TSI designation because of it’s graduation rate only—if the combined rate of the subgroup is at or below 67%.

10 OCTORARA JUNIOR SENIOR HIGH SCHOOL: A-TSI DESIGNATION
INDICATORS/MEASURES OJSHS ECONOMICALLY DISADVANTAGED STUDENTS WITH DISABILITIES Achievement: Math and ELA Combined 30.3% (31.5%) 16.2% (31.5%) Growth: Math and ELA Combined -4.41 (-1.0) -2.43 (-1.0) Graduation Rate 77.47% (79.35%) 69.47% (79.35%) The JSHS has been designated as an A-TSI School based on the performance of two subgroups: economically disadvantaged and special education. This designation is based upon the combined 2-year achievement of Math and ELA and the combined 2-year growth in Math and ELA as well as the 2-year graduation rate. So for our ED students in grades 7-11, the 2-year combined achievement on ELA and Math is 30.3% proficient and advanced. This is below the CSI threshold of 31.5%. Likewise, for our students with disabilities in grades 7-11, the 2-year combined achievement on ELA and Math is 16.2%. This is well below the CSI threshold of 31.5%. When we look at growth in math and ela over 2 years, we see that the growth measure of our economically disadvantaged students is at -4.41, which is below the CSI threshold of For our students with disabilities it is Finally, of the additional indicators, it was the combined graduation rate for economically disadvantaged students at 79.35% and for students with disabilities at 69.47% which is below the CSI threshold of f(79.35%). For these reasons, the JSHS has been federally designated as an Additional-Targeted Support and Improvement School. ED: 33.3% 7-12 Spec. 11 Begin this year to develop and implement an improvement plan (4-year plan)
Stakeholder input IU support Online tool and resources to be developed for rollout for the start of the school year Due June 30, 2019 Public release of accountability determinations late this week So, while this is not great news, we believe it is an opportunity to, in an intentional and systematic way, address the areas in need of improvement across grades We will begin this year to develop and implement an improvement plan that will address, not only the needs of our economically disadvantaged and students with disabilities student groups, but we will also have the opportunity to address additional areas for improvement within this plan, for example achievement and growth in Math for all students. With stakeholder input, support from both PDE and the IU, I believe we will be able to develop a school improvement plan that will support the secondary MTSS process and align directly with Goal 3 of the comprehensive plan. The plan will be due to PDE by June 30, 2019 and we will be asking the Board for input and sharing the development of the plan throughout this academic year. We expect to receive a Word version of the online planning tool from PDE by the end of this month. Finally, it is important to note that the public release of the accountability determinations will occur late this week. I will be putting this information on the website as well as some additional FAQs for stakeholders. What are the next steps?

12 Questions? FUTURE READY PA INDEX
In January, I will be providing the Board with a more comprehensive Academic Report that will include strengths and areas for improvement for each building as well as other local data points used to measure success. I will share additional focus areas for improvement across the district and how each of those areas aligns to our Comprehensive Plan. Included in that report will be an update on our progress towards each Comprehensive Plan Goal. Also in January, Dr. Orner will be attending faculty meetings in each building to share and discuss the Future Ready PA Index data with staff. Whether we are directly involved with any of the indicators in the Future Ready PA Index or not, we believe that every student is our student and that we all share the ownership of the data found within the Future Ready PA Index.
