3. “Higher-Of” & the Total Cost Screen
“Higher-Of” tuition calculations will be applicable for all center-based programs, both school-age and preschool
This gives an option when calculating rate limits
Prospective rates may grow from the higher of:
Two year (base year) reconciliation rate plus growth; or
Last year (prior year) prospective rate plus growth
Reconciliation rates may grow from the higher of:
Last year (prior year) reconciliation rate plus growth; or
The same year (current year) prospective rate.

4. Excessive Teacher Turnover Prevention Program
$8 million in Excessive Teacher Turnover Prevention funding
NYSED will redistribute the awards with both school-age and preschool sharing equitably under the same formula
Historical program data is used for teacher salaries (three year average) and compared to the public school teacher salaries in the region to calculate a weighted teacher FTE
Three levels of weighting: 1 (less than 100%); 1.5 (less than 75%); and 2 (less than 50%)
Funds are directly added onto program rates – and reconciled both in amount and for care day changes
To keep funds on reconciliation, usage forms are required – submission date will change to September of 2019 for forms
NYSED is collecting teacher retention data on usage forms

5. SCIS Revenue Offset Changes
Previously, NYSED reduced SCIS rates to reflect expected revenue for students without disabilities using OCFS child care subsidy rates as a floor.
Reality, revenue did not always exist
SCIS offset will now be the revenue received, or earned, for students without disabilities
NYSED will continue efforts to incentivize, and direct, that Early Childhood funding be targeted to programs serving students with disabilities

6. SCIS Funding Continued
NYSED will need to update regulations pertaining to the SCIS revenue offset and how it should be treated overtime
RSU and OSE are working to develop staffing standards to benchmark and quantify the number of Early Childhood and Special Education staff required to operate inclusion programs to justify necessary funding on a more consistent basis
Along with discussions on staffing standards and program models, conversations will continue on how a budget-based reimbursement methodology for SCIS programs could work in the future

7. Promoting Preschool Inclusion NYSED Recommendations
Develop updated guidance on school district’s responsibilities relating to placements of students in the least restrictive environment (LRE) and preschool.
Develop an inclusion principles self-assessment tool and recommend that Early Childhood Programs adopt inclusion principles so that SCIS students have equal access to all classroom benefits.
Recommend SCIS students to be served in State Administered Prekindergarten programs directly or through collaborations as “dually enrolled” (counting as enrolled in both programs) and “dually funded” (receiving funding under both programs) to offer same opportunities afforded to other resident students.
Recommend School Districts to serve SCIS students in district-operated State Administered Prekindergarten programs without separate SED approval.
Tuition rates will remain unchanged
May be implemented at the beginning of the Extended School Year Program or the beginning of the school year
Any preschool special education program that chooses to implement instructional mealtime must submit an Instructional Mealtime Notification Form to NYSED by June 29, 2018.

8. Minimum Wage Funding
Information for how to request funding is posted on the RSU website and was distributed through Listservs
base year data must be submitted with a funding request for reconciliation rate funding, and/or prospective rate funding
Minimum Wage funding will be added to tuition rates, carried forward and will not be reconciled in amount so long as programs are in compliance with the Minimum Wage Law. It will be reconciled for care days
A second survey for , and funding will be issued in the upcoming months
Additional funding may be requested through a targeted tuition waiver with a detailed accounting

9. 2018-19 Reimbursable Cost Manual
RSU is working to issue the Reimbursable Cost Manual (RCM)
RSU issued a letter stating that we intend to only make changes which clarify existing language for the field

10. Special Education Integrated Data System
The Enacted State Budget provided funding to NYSED to pursue the development of a Provider Management System which would improve our ability to collect, use and disseminate programmatic and fiscal information relating to the provision of special education by approved special education providers in New York State.
