1 Directorate General for Agriculture and Rural Development
Integrating Environmental Requirements into the new Common Agricultural Policy Olivier DIANA 23 October 2013 Directorate General for Agriculture and Rural Development European Commission

2 Challenges Economic Environmental Territorial Food security
Slowdown in productivity growth Price/income volatility Socio economic context Economic viability Climate change Water/air quality Soil depletion Biodiversity and Habitats Energy and biomass Vitality of rural areas Diversity of EU agriculture

3 … and how will the future CAP address them
Challenges Policy objectives Reform objectives Improved sustainability Enhanced competitiveness Greater effectiveness Environmental Economic Territorial Sustainable management of natural resources and climate action Balanced territorial development Viable food production

4 The New Greening Architecture of the CAP
Agricultural Research Implementation mechanism European Innovation Partnership Farm Advisory System Rural development Voluntary with premia covering cost incurred and income forgone Cumulative environmental benefits Green direct payments Mandatory with direct support (decoupled “green” payment per ha) Cross compliance Statutory Management Requirements and Good Agricultural and Environmental Conditions Agricultural area (eligible for direct payments)

5 Cross Compliance Themes
Water Soil Biodiversity Landscape and Minimum Maintenance Food Safety Identification and Registration Animal Diseases Plant Protection Products Animal Welfare

6 Greening of Direct Payments
Green requirements are eligibility criteria for 30% of the envelope for direct payments Crop diversification: ha: 2 crops, >30 ha: 3 crops (1 main crop max 75%, 2 main crops together max 95%) Ecological Focus Areas (EFA): 5%, after COM report in and proposal increase to 7% Maintaining permanent grassland: Flexibility within a 5% margin of the ratio grassland/total agric. area; no ploughing or conversion of sensitive grassland in NATURA 2000 areas

7 Ecological Focus Areas
Safeguard and improve biodiversity on farms: Land lying fallow Terraces Landscape features Buffer strip Agro-forestry areas Strips of eligible ha along forest edges Short rotation coppice with no use of fertilizer and/or pesticides Afforested areas Catch crops or green cover Nitogen fixing crop

8 Equivalent practices to greening
Crop diversification and EFA: a) Holdings where more than 75% of the eligible agricultural area is permanent grassland or cultivated with crops either under water or a combination of these uses provided that the arable area not covered by these uses does not exceed 30 ha b) Holdings where more than 75% of the arable land is entirely used for production of temporary grass, land laying fallow, cultivated with leguminuous crops, or a combination of these uses provided that the arable area not covered by these uses does not exceed 30 ha Certification schemes: compliance with national environmental legislation, going beyond the relevant mandatory standards Agri-environment-climate measures: details of equivalent practices provided when Annex (VIa) of the basic regulation and delegated acts will be adopted

9 Rural Development Policy
1. EU „Strategic Document“ establishing common priorities 2. „Partnership Contracts“ with Member States, including description of interplay between different funds 3. Establishment of national regional programmes based on needs assessment and specific programme targets 4. Monitoring and evaluation, including review of programme performance in 2017 and 2019

10 Strategic Priorities for Rural Development Policy
Knowledge transfer and innovation Enhancing competitiveness Food chain organisation and risk management Restoring, preserving, and enhancing ecosystems Resource efficiency and climate change Social inclusion Common Strategic Framework with the other EU funds will improve coordination and increase synergies and complementarities; The broad objectives of the RD policy will be translated into a limited set of EU priorities for action; The tool-kit of rural development measures will be streamlined and simplified, with a focus on better targeting towards the EU priorities; Reinforced provisions concerning programming will ensure a balanced and targeted coverage of specific territorial conditions and needs; The establishment of quantified targets at programme level will ensure an accurate follow-up of the progress of the programmes in achieving the EU priorities; The monitoring and evaluation system will be reinforced in this respect.

11 Agri-environment Measures
Examples of agri-environment measures Habitats and Biodiversity Water Soil Positive effects on Input reduction Organic farming Extensive grassland management Environmental priority areas Bufferstrips Conversion of arable land into pasture Management of terraces

12 Environment First Pillar Greening and Cross Compliance
