Project Objectives faster identification of evidence-based good practice and diffusion of innovation into better service delivery; a better understanding of appropriateness and relevance of evidence- based research (e.g. determining whether practice is or is not transferable); a more rapid and collegiate approach to problem solving and generation of best practice to reduce risk of Forces repeating mistakes made by others; a new leadership paradigm, shifted away from one-way, hierarchical, organisation-centric communication, to two-way, network-centric, participatory and collaborative leadership styles.

Project Deliverables A series of seven workshops to encourage the development of self-sustaining, practice led, professional communities (communities of interest, communities of practice) for knowledge sharing between academia, OPCC’s and Forces. The development of a prototype knowledge hub. The overall objectives for this series of workshops are as follows: Promote a partnership led desire for improvement through learning Faster identification of evidence-based good practice and diffusion of innovation into better service delivery A better understanding of appropriateness and relevance of evidence-based research (e.g. determining whether practice is or is not transferable) More rapid and collegiate approach to problem solving and generation of best practice to reduce risk of Forces repeating mistakes made by others Enhancement of skills to focus on facilitation of action learning approaches. Encourage a new leadership paradigm, shifted away from one-way, hierarchical, organisation-centric communication, to two-way, network-centric, participatory and collaborative leadership styles

Questions for Workshop 6 What interventions are needed to improve access to knowledge and improve knowledge flows? Where do we fit with other PKF/BPC projects? What would make this group more effective? What should the focus be for the next workshop? What happens after Workshop 7 (final workshop)? Should we be researching funding opportunities for other work/projects?

Abstract of data from the knowledge survey : CSE/CSA
West Midlands data was the only one to include Internal Intranet and Street Triage Teams. Survey asked respondents to complete “other” sources. Responses not available on the data. Presumably available in the Survey Monkey data. I don’t know the significance of the demarcations between West Mercia, Warwickshire and West Midlands.

Strengths Weaknesses Opportunities Threats SWOT Sort and categorise cards Label the categories Use the categories to perform a SWOT analysis Be guided by discussion points below DISCUSSION POINTS Why do teams in specialist areas rely so heavily in closed knowledge loops within their team? Is there a way of breaking these loops in day to day policing? How can police staff be supported in discriminating between genuine, evidence based expert knowledge and ‘expert’ knowledge that is assumed because of professional backgrounds? How can more interaction between evidence and practice be stimulated? Would a set of jointly developed guidelines (police/evidence/experts) be useful as a starting point (some exist but they are often not updated, presented in a non-user friendly way etc. and hence are often relatively little used).

The network learning model
New Knowledge Validated Knowledge (Evidence) My Network Learning Model describes how knowledge can flow between professional networks, communities of practice, and work teams. It shows that it is necessary to connect all three in order to ensure a diversity of ideas and perspectives, as well as safe places to test these, in order to support increasingly complex collaborative work tasks. An essential component of this is ensuring individuals develop the discipline of personal knowledge management, built on the solid foundations of knowledge seeking behaviours.
