MOHLTC Orientation to the Community Health Capital Programs Policy Operational Framework – Part II – Module 4 Thank you for joining us today for the second of 2 education sessions on the Operational Framework of the Community Health Capital Programs Policy, otherwise known as the CHCP policy

8 BC_7_Site Search Worksheet: Step 1 Search Geographic Parameters
The first step in the site search is for the Endorsing Organization and the Lead Organization to set a geographic boundary for the search The geographic parameters of the search area must be at least a 1 km radius from the centre of the search area. This is equal to 3.14 square kilometers in total search area

9 BC_7_Site Search Worksheet: Step 2: Space Parameters
Step 2 identifies the amount of space approved in BC_6_Space Requests The ministry will allow the site search to consider leased or purchased spaces up to 25% larger than the amount of space approved at BC_6_Space Requests This section then calculates and displays the maximum size space the ministry will allow to be considered for site review (up to 25% larger than the approved space requirement)

10 BC_7_Site Search Worksheet: Step 3: Lease Length Requirement
Step 3 provides instructions for the Lease Site Search Step 3a identifies lease length requirements based on the approved square footage in BC_6_Space Requests and the average cost of a leased space development project This minimal lease length requirement will be used in assessing the site for the lease length precondition The table used to calculate lease length can be seen on the following slide

On the Site Search summary worksheet it is noted that in Step 4 of the process a site identified must meet a set of preconditions before progressing to a in-depth assessment Some preconditions apply to all searches and some will only apply to searches for a lease site or a purchase site The next slides describe each of the preconditions

13 BC_7_Site Search: Precondition 1
Precondition Name Instructions/Description The Leased Site is within the defined search area The Lead Organization (in consultation with the Endorsing Organization) define a geographic area appropriate from which to deliver programs and services Only properties within the defined search area will be considered eligible to undergo a full site search review. Where the Lead Organization proposes to amend the boundaries of the site search, the Endorsing Organization must approve the change. The new amended boundaries will then become the Site Search Geographic Boundaries. This precondition applies to both Lease Site and Purchase Site Searches

Precondition Name Instructions/Description The Length of Lease meets ministry minimum requirement(s) The minimum length of lease is based on the estimated value of the construction project costs. This is calculated by the average square foot cost of construction for the sector and multiplied by the square footage of site space requirement (with gross- up) as determined in BC_6_Space Requests The Length of lease requirement is applied to leased space and new-build projects on leased land This precondition applies to Lease Site Surveys, Current Site Surveys for expansion of current space to adjacent lease property and new build projects on leased land

Precondition Name Instructions/Description Site is available within approved ministry timelines The property must be available for the project within 6 months of the site search to ensure site availability should the project gain implementation funding. This precondition applies to all site surveys

The cost of this option is compared to the cost of potential new lease site options

Once sites have scored, the top 3 sites will undergo Technical Building and Environmental assessments and then proceed to calculate a cost estimate for that option. These steps will be discussed further in the next sections as we work though the site survey worksheets. Once all Lease Sites. Purchase Sites and/or Current Site Options have been explored, the scores and key cost information is displayed in this section

In the final section of the BC_7_Site Search worksheet the ministry documents the outcome of the review of the site recommended by the Lead Organization Once a site decision has been confirmed by the ministry, the Lead Organization is directed to proceed to BC_8_Cost Estimate, the final step in the Business Case

There are 3 types of site search worksheets Lease Site Survey worksheets Purchase Site Survey worksheets Current Site Survey worksheets In this section we will walk through examples of how the Blue River CHC would complete the lease site search worksheet There are 2 additional modules 4A and 4B that describe how to complete the purchase site and current site survey worksheets

38 Lease Site Search: Options
When performing a lease site search the Lead Organization and its consultant may consider: Lease of a unit/space in an existing structure that meets the above requirements Lease of an entire existing structure that meets the approved space requirements determined at BC_6_Space Requests

39 Completing the Lease Site Survey Worksheets: Example
The Blue River CHC has engaged a realtor to search lease properties within the approved size in the approved geographic area There were 5 properties identified Of these 5 only 4 met all of the preconditions The consultant team proceeds to complete a Leased Site Survey worksheet for each of these 4 options The following slides shows how the Leased Site Survey worksheet would be completed for Lease Site 1 Lease Site 1 is 9,000 square foot unit on the ground floor of a mixed use building located at 125 Lonely St. in Markham

40 Completing the Lease Site Survey Worksheets: General Information
The Lead Organization or its consultant identifies: The resource completing the survey worksheet and the date the worksheet was completed The name of the site and address and the date the site survey was started

41 Completing the Lease Site Survey Worksheets: Space of Site and Project Space
1 2 3 In the next section: 1. The amount of approved space (after gross up) is displayed Blue River CHC or its consultant team then identifies: 2. The total square footage of the rental space being reviewed 3. The total square footage proposed for the project space (this may or may not be equal to the total sq. ft. of the space under review) In this scenario, the CHC proposes to develop the additional space (350 sq. ft.) as a Owns Fund component of the project

42 Completing the Lease Site Survey Worksheets: Variance of Approved Space to Project Space
Once this information is entered, the worksheet automatically calculates the variance between the approved space required for the project (7,650 sq. ft.) and the proposed project space (9,000 sq. ft.) The percentage variance value will be used later in the worksheet as part of the scoring in the Site Review Criteria section

43 Completing the Lease Site Survey Worksheets: Preconditions
The completed Preconditions Section for the Blue River CHC would appear as above For Precondition 5, the Lead Organization or its Consultant team would complete the identified worksheet cells in Section 6: Lease Details identifying the lease period available from the landlord. The worksheet will then indicate whether this precondition is met (see below)

44 Completing the Lease Site Survey Worksheets: Assessment Reports & Site History
Once all mandatory preconditions have been met for a site, the Lead Organization will have the landlord of the property provide information regarding: the types of assessments done by the landlord in order to identify remediation and/or upgrades required to the project and related space(s), and; the one-time costs required to bring those areas of the base building up to Ontario Building Code. These are documented in this section and any associated reports are referenced In the Blue River CHC example an environmental assessment was done by the landlord indicating no contaminants in the project space

45 Completing the Lease Site Survey Worksheets: Site Review Criteria
The Lead Organization or its consultant team proceeds to apply the Assessment Criteria to the site by completing criteria 2-5 This site scores well for all accessibility criteria (2,3 &4) The CHC has developed other criteria to assess suitability (criteria 5) and the site has scored well against these criteria The Lead Organization has entered some comments on this site as well At this point, Criteria 6 will show a maximum value unless one-time costs to upgrade or remediate the project or related space (that should be landlord responsibility, but would become part of project costs) were identified in the previous assessment section Criteria 6 score may change if the site scores well enough to proceed to a full site assessment and other costs in this category are identified

46 Completing the Lease Site Survey Worksheets: Technical Building Assessment
The Lead Organization or its consultant team proceeds to a Technical Building Assessment of the 3 sites that scored the best in the Site Review Criteria For the Lease Site 1 option, the assessment has indicated that there will be some costs to do upgrades and repairs to the base building space to be leased These include Repair or replacement of windows (leakage issue) Repair or replacement of flooring and floor structural support Initial discussions with the landlord indicate that the landlord is willing to pay the cost of fixing the windows, but will not pay for fixing the floor/structural issues Therefore, if this site was selected for the project the cost of fixing the floor would be added to the project cost (estimated at $80,000)

50 Section 5: Additional Costs: Project Area One-Time Costs (Atypical Capital Costs)
These are known or anticipated costs outside of those traditionally included in cost per square foot renovation/construction calculation These are generally managed as Cash Allowances and could include items such as mold or asbestos abatement These will be included in the overall estimated project cost Where the Lead Organization or their consultant team is unsure if a cost should be assigned to this category, please check with your ministry capital contact

51 Section 5 Additional Costs: Landlord Space Costs (Added to Cost of Project)
These are one-time costs that should be done by the landlord and included in the base lease cost or added to the cost of the lease. Where the landlord is not willing to undertake this work, or where the cost of the landlord undertaking this work would raise the lease cost beyond what can be managed within the Lead Organization’s accommodation allocation, all or part of these costs may (with ministry approval) be considered part of the total cost to implement the project for that site Note: Costs assigned to this category will negatively impact the overall score for that site through the calculation used for scoring in Site Assessment Criteria 6

52 Section 5 Additional Costs: Landlord Space Costs (Amortized in lease)
These are costs that should be funded by the landlord to make the lease space or related spaces compliant with OBC standards (for the building at time of construction and for original intended purpose) prior to the tenant renovations Where the landlord agrees to fund these costs but indicates that an increase will be required to the base rent the increase amount is identified in this cost section These types of costs to the lease space or related spaces(s) could include: environmental remediation repairs and/or upgrades

53 Completing the Lease Site Survey Worksheets: Section 5 Additional Costs for Site Option
As this section is completed, any one-time landlord costs documented will be totaled. As this total changes, the score for Criteria 6 “One-time Building Remediation/Upgrade/Project Costs” will be adjusted In the Blue River CHC example, the impact of this additional one-time cost of 80,000 is that the score for Criteria 6 now drops from 15 to 12 points and the overall score for this site drops from 73 to 71 points

54 Section 5 Additional Costs: Cost Share Distribution of Additional Costs
This section shows both the costs and the cost-share distribution of those costs The cost share distribution is calculated based on the percentage distribution of space established in BC_6_Space Requests Demolition is exempt from Lead or Partner Organization cost share Own funded portions of the project are exempt from ministry cost share In this example, the cost of the $80,000 floor repairs will be shared amongst the ministry, Lead Organization and Partner Organization(s)

55 Section 5: Annual Lease Costs
In the second section all lease costs related to the project are identified The first line documents the base lease cost of the space or structure The second any lease costs for land that are separate from the structure The third any additional lease costs added by the landlord to the base lease representing additional one-time costs amortized over the length of the lease period Comments specific to any conditions of lease or costs can be added in the associated text field

The third section is the Project Cost The Project Cost section automatically populates several key pieces of information and then calculates the Preliminary Estimate of Costs for this site options The next slides describes each of these information fields

The Space proposed for the project fit-out is populated from information provided earlier in the form The project cost section shows the variance between the Square Footage (this site) and the Portion of Space for the Ministry Funded Project)

58 Section 5 Project Cost: Calculation and Management of Surplus Space
The initial section of the worksheet identified that the total site square footage is 9,000 sq. ft. The Lead Organization identified that 8,650 sq. ft. is to be part of the ministry funded end-state project (i.e. requesting ministry funding for this space per cost share policies) Since the project had been approved for space totalling 7,650 sq. ft., the difference in space for this site from the approved space requirement is 1,350 sq. ft.

59 Section 5 Project Cost Calculation and Management of Surplus Space
This section shows how the remaining space will be managed As per the CHCP framework, the ministry will fund the shell in of up to 1,000 sq. ft. of any surplus space That value is automatically entered The Lead and/or Partner Organization(s) will be responsible for the cost of the shell in or fit-out of the remaining 350 sq. ft.

The Lead Organization selects from the drop down options whether they plan to fit out or shell in this space The worksheet then applies generic cost per sq. ft. values to each of these categories based on historical average costs for the sector for these types of projects From this calculation a Preliminary Total Estimated project cost is established If this site was selected and approved, a more detailed costing of the project will occur prior to the completion of the Business Case

61 Section 5 Project Cost: Cost Share Distribution
To the right of the cost calculations is a table showing the cost share distribution for each line item The cost share distribution for the 7,650 sq. ft. is in accordance with the space distribution established at BC_6_Space Requests The ministry share is 100% of the shell in 1,000 sq. ft. surplus space For the remaining surplus space the Lead and Partner Organization may choose to change the cost share distribution in the yellow highlighted cell provided

62 Section 5: Additional Options to Manage Surplus Space
There may be projects where the Lead Organization chooses to fund the difference between the shell in and fit out cost of the up to 1,000 sq. ft. surplus space eligible for ministry shell in funding Where this occurs, the difference in the cost would be manually calculated and entered into the Additional Costs section under the category of Other Costs - Own Funds For the manual calculation the values used would be the difference between the ministry provides cost per sq. ft. values for fit-out and shell-in Explanation of these costs would be documented in the text box provided with this section

63 Section 5 Own Funds Project Cost: Cost Share Distribution

The ministry reviews the site search outcomes and the recommended site with the Endorsing Organization There are two potential outcomes of this review: Ministry approval of the recommended site; or The ministry will work with the Lead Organization and Lead Organization in the selection of a site that can achieve ministry approval

Ministry approval decisions and/or directions are documented in the final section of the Site Search worksheet, Ministry Review Site Search Results When the Lead Organization achieves ministry approval of a site option, the ministry will approve the organization to proceed to the final step in the Stage 2 Business Case: The Cost Estimate The ministry will then return the Toolkit to the organization with the BC_8_Cost Estimate worksheet enabled
