1. HBS business needs for future
"Business needs" can be described as the explicit or implicit expectations of all stakeholders in the area of HBS within the ESS.
These are - on the one side - users of those statistics like the general public, the policy makers or the research community.
On the other side, it concerns also the needs of the producers of the HBS data and statistics, so mainly the NSIs and Eurostat.
For this TF the producer needs–(the NSIs and Eurostat needs) are more in the focus

Business needs for HBS
The first I will describe HBS data (Eurobase datasets, HBS 2015 data structure and classifications used for HBS).
Then I will talk about HBS developments for 2020 and 2025 as much we are aware at the moment.
Having presented these items we should be ready to describe and discuss the future needs for HBS.

3. HBS data on the Eurostat website (1988, 1994, 1999, 2005, 2010)
So I will start with the HBS data:
HBS data is published on Eurostat website in folder POPULATION AND SOCIAL CONDITIONS – CONSUMPTION EXPENDITURE OF PRIVATE HOUSEHOLD (HBS)
There you can find data for HBS 1988, 1994, 1999, 2005, 2010 (5 waves)
HBS 2015 wave data will be published the nearest future (but not with all the countries)

4. HBS data on the Eurostat website
From Eurostat website you can find 3 types of tables:
1 Type: Mean consumption expenditures by different characteristics ( f.e. By household type, income quintile, socio-economic status of referent person so,
1 table is in 3 different currencies EUR, NAC ,PPS (purchasing power standard) (1 PPS can buy the same amount of goods and services in each country)
Other tables in expenditures in PPS per household and adult equivalent

HBS 2010 Microdata is available for scientific use wave is planned to publish at the end of wave. Big intrest, more than 50 applicants

8. HBS 2015 data structure - basic variables at household member level
Countries: EU28 +MK, ME, RS, XK, TR, NO
4 micro-data files for every country:
- basic variables at household level
- basic variables at household member level
- derived variables
- food-quantity variables
If we want to define future business needs for a survey, we also should know how the actual structure of the data looks like.
For this I would like to give you a short overview of the HBS 2015 data what we should have received from NSIs.
All EU28 countries + Makedonia, Montenegro, Serbia, Kosovo, Turkey and Norway
Data quality differentness lot between countries. Developing new innovative tools the better data quality is really important issue.

Also in context of developing innovative tools we have to keep in mind, that datasets are really large
Expenditures – monetary form, non-monetary form and TOTAL ( ) = 1581 variables
DE sample HH = more than 82 million values for one country
Poland HH = more than 60 million values

These 6 classifications are used for HBS. For the next waves the most resent versions of the standard nomenclatures and classifications will be in use.

11. HBS 2020 developments
First version of HBS 2020 Transmission Document is planned to present in HBS WG meeting in Oct 2018
The main change is that Transmission Document will be adapted to include the standardised / core variables which relate to the HBS survey.
Now we will discuss about HBS future developments
It is planned to implement HBS regulated under IESS in This means that the next 2020 round will remain under the current gentlemen agreement framework
The biggest change will be that HBS 2020 wave Guidelines will be adapted to include the standardised / core variables which relate to the HBS survey. It was decided by the 'HBS Working Group in September 2017

12. Standardisation of Social Variables
It means that 23 core variables should be adapted for HBS 2020 wave. From these 2 files you can find the list of variables and level of detail for HBS, Most of these variables are already existing in current HBS but several of them need rewording, and there are new ones also. More exact document of "Standardisation of Social Variables" you can find in CIRCABC HBS 2017 WG papers.
First draft of HBS 2020 Transmission document will be prepared for HBS WG meeting in Oct 2018.

The COICOP 2018 will be presented to the 49th Session of the UN Statistical Commission (March 2018) for endorsement
Correspondence table between ECOICOP and COICOP 2018 is under preparation
Revision of ECOICOP starting in 2018
Global worldwide COICOP – this information is from EUROSTAT COICOP team. PP presentation you can from CIRABC find from HBS 2016 and 2017 WG folder
At the moment we don’t exactly know when Eurostat starts to use new COICOP and will at all?
But most probably not before 2025 wave.
